Job Description Primary Purpose: Responsible for assessing, managing, and ensuring corporate compliance through intensive monitoring and tracking of environmental permits and plans that NS must maintain to remain in compliance with complex and overlapping framework of environmental laws and regulations. Principal Duties:   The incumbent reports directly to the Environmental Compliance Director and is responsible for assessing, managing and ensuring corporate compliance through intensive monitoring and tracking of all environmental permits and plans that NS must maintain in order to remain in compliance with a complex often overlapping framework of environmental laws and regulations. The incumbent must have strong technical subject matter expertise in air, water, waste water and petroleum bulk storage regulations (i.e.: FRP and SPCC Plans). Meticulous attention to detail and strong management and organizational skills are required. As of this writing, the incumbent is responsible for managing and tracking the following permits: 71 air permits 90 General National Pollutant Discharge Elimination System (NPDES) Permits 29 Individual NPDES Permits 29 Publically Owned Treatment Works (POTW) Permits 7 No Exposure Certifications 2 Underground Injection Control (UIC) Permits 1 On-site Sewage Operating Permit In addition, the incumbent is responsible for managing the environmental plans required by the above permits that document facility BMP’s, inspection requirements, and emergency response measures that must be employed.  These plans include but are not limited to the following: 82 Spill Prevention Control & Countermeasure (SPCC) Plans 15 Facility Response Plans (FRP’s) 92 Storm Water Pollution Prevention Plans (SWPPP’s) 11 Slug Discharge Plans The above permits regulate air emissions and discharges of storm and waste water associated with NS operations in almost every yard and shop across the system.  The incumbent is responsible for assisting the Environmental Compliance Director in ensuring that each permit remains current, and that appropriate measures are in place to ensure NS can comply with the terms of that permit, working with staff as well as the Environmental Operations group and remaining cognizant that the terms of these permits will generally become increasingly more stringent with every passing year. The incumbent must ensure that tracking matrices and/or Environmental Management Software (EMS) is utilized that clearly shows required submittals with accompanying due dates.  These matrices must be continually updated and effective communication must be maintained with the Audit Group and the Environmental Operations groups to ensure NS remains properly permitted for its activities across the system.
