Contractor - Independent Consultant
This contract position is part of the Environmental Compliance Transmission organization (ECT) within the Environment, Fish & Wildlife (E) division of the Bonneville Power Administration (BPA). This position facilitates and implements the appropriate environmental review and compliance for BPA transmission projects, including identification and development of appropriate National Environmental Policy Act (NEPA) analyses and documentation, as well as verifying compliance with other applicable federal and state environmental laws, regulations, and policies, such as the Endangered Species Act (ESA), the Clean Water Act (CWA), and cultural resource protection laws such as the National Historic Preservation Act (NHPA). The position requires the capability to undertake environmental analyses, consultations, and documentation for multiple projects simultaneously, and to serve as the environmental contact internally within the organization and across BPA, and externally with other agencies, Native American tribes, and the public. Qualifications Bachelor's in Biology, Environmental Planning or directly-related natural science or planning field is required. Masters Degree in one or more of the biological/physical/natural sciences, particularly for Northwest species, plants, soils, or geology/geomorphology is preferred. 10+ years work experience in an environmental analysis, planning, and/or review capacity is required. 5+ years experience working with the NEPA process. 5+ years experience applying the ESA. Specialized environmental certification, such as for wetlands investigations. Geographic Information System (GIS) expertise. Direct experience implementing other federal environmental or cultural compliance statutes and regulations, such as the Clean Water Act, the Clean Air Act, and/or the National Historic Preservation Act. Experience working with Native American tribes. Training or certification in conflict resolution, public involvement techniques, facilitation and/or meeting management. Summary of Job Duties: Monitor construction for compliance with environmental conditions and requirements, advise field personnel when construction activities are not in compliance, and provide recommendations for corrective action. Document and report spills in the daily report to Contractor, as required, and verify clean-up. Spill clean-up and state reporting will be the contractor's responsibility. Report any specific construction activity to the Construction Manager that is: (1) being conducted inconsistent with applicable legal and/or regulatory environmental requirements, and/or (2) causing, or will imminently cause, serious environmental degradation. Promptly report to Construction Manager, agency, Owner any instance of environmental non-compliance, follow-up on non-compliance situations to see that corrective actions are completed, and document completion of corrective actions. Participate in daily contractor meetings and facilitate the environmental content Oversee placement of signage/markers and exclusionary markers Adjust monitoring activities in response to construction progress, landowner complaints, non-compliance issues, variance requests, and other applicable factors. Your Opportunity:   The QA Environmental Monitoring Associate 2 will support the Environmental Monitoring Program in the GMP Quality organization. The Environmental Monitoring Associate 2 will ensure that all aspects of environmental sampling and testing associated with utilities and classified areas are within established alert and action levels. Duties and Responsibilities:   * Perform surface, non-viable, viable air, settling plates in the transfer room and isolators  * Perform gowning qualification of all MFG personnel upon exit from Transfer Suite  * Perform compressed gas and water sampling and testing  * Label, track and continuously monitor viable air (SMA. Settling plates) in the isolators and transfer suite  * Incubate and enumerate organisms on cultured media  * Coordinate with manufacturing on scheduling of EM sampling  * Responsible for media inventory. Ensure that the TSA and other related media use for environmental monitoring passed growth promotion testing prior to use  * Ability to read, understand and follow SOPs  * Ability to work in an aseptic environment  * Monitoring of temperatures of incubators and refrigerators  * Track and Trend EM data including Microbial identification results in support for product release  * Write/Revise EM SOPs  * Provide input to technical reports  * Order laboratory supplies as needed.  * Ability to stand for a long period of time  * Ability to lift 20 lbs  * May perform other duties as assigned Qualifications:   * A minimum Bachelor's degree in a scientific discipline is preferred and 4 years of EM experience in a pharmaceutical/biotech industry or  * AA with 6 years EM experience in a pharmaceutical/biotech industry Experience:   * BS.
