The Director of Water Quality and Environmental Compliance will be responsible for the direction, administration, development and oversight over water quality, environmental stewardship and environmental rules and regulations, including those associated with the Safe Drinking Water Act & Clean Water Act throughout the NJ Division. This includes strategies to manage water, wastewater and environmental quality challenges, anticipate & understand regulatory trends and develop the appropriate strategies and processes for local water quality and wastewater managers to ensure facilities compliance, manage risk, and to deliver the appropriate reporting and communications to the group. Additionally all laboratories (Haworth or local on-site testing facilities) will be under the purview of this position.
The position will actively monitor, verify, remediate and strengthen compliance with regulations and laws. Execute departmental action plans, contribute to the development of functional strategies and interface with corporate EHS&S and Water Quality Compliance teams to implement corporate initiatives at the local level. Also provides feedback to the leadership team for applicable policies and regulations. Key objectives include but are not limited to:
Compliance strategy: develop and manage NJ Division compliance strategy and action plans
Evaluate and understand regulatory trends to manage anticipated risks and challenges
Provide oversight of drinking water quality, wastewater and environmental compliance requirements
Develop and maintain the appropriate KPIs, dashboards and reports to monitor water compliance & the appropriate reporting processes
Harmonization and best practices: create and manage the NJ water/wastewater quality community & develop processes to ensure coordination to share best practices and disseminate appropriate information
Crisis management: define the appropriate processes & SOPs to manage water, wastewater and environmental crises such as chemical spill/release incidents etc.
Develop and maintain relationships with pertinent water industry professionals and environmental regulators (AWWA, WRF, EPA, State, etc.)
Serve as the NJ Divisional contact for the Utility Division Environmental Compliance Assurance Program (ECAP), Emergency Response Plan and other activities that enable SUEZ NJ to continually improve environmental, water quality and wastewater standards.
The role will require the oversight, operational support and coordination of all environmental, quality, and regulatory programs, working with corporate, legal, financial, engineering, and operations management teams to accelerate and improve the effectiveness of our environmental, quality, and regulatory activities and ensure that events are reported in a timely and responsible manner. It will also carry responsibility to conduct investigations and develop / implement remedial programs, where necessary.
Nature & Scope-Principal Areas of Responsibilities:
Develops State Water Quality, waste water and Environmental monitoring programs that ensures company compliance with regulatory and SUEZ standards and adherence to measurement and reporting schedules.
Develop a standard process to tracks permits related to operation of the business.
Develop and maintains compliance strategy for drinking water and wastewater systems.
Develops effective Environmental Management compliance strategy and road map. Develop plans and works with the operations to ensure continuous compliance.
Reviews the impact of proposed water, wastewater and environmental regulations and guidelines to determine impact on operating procedures. Provides guidance for compliance with regulatory change.
Continually reviews developing water quality, wastewater and environmental regulations and trends, provides input to the local, state and federal regulatory process and ensures that programs are in place to enable compliance and customer satisfaction.
Provide senior management with regulatory trends analysis, management of data collection and analysis activities, research and innovation programs and projects, report writing, sampling and bench testing projects, and other tasks.
Works with operations to ensure that Onsite Compliance Documents (OCD) are updated as new regulations are implemented and new SOPs are developed to address the regulations.
Develop and implement programs designed to increase onsite project awareness and knowledge of compliance policies, and long-range remedial solutions in response to environmental/regulatory practice investigations or existing hazardous conditions in order to reduce risk and protect company assets.
Represent SUEZ on environmental issues and participate in local organizations by serving on committees or by becoming a member and participating in relevant organizations.
Provide technical training on water quality and wastewater issues, regulations and treatment process operations to appropriate personnel. Assist with the preparation of training materials and coordination of weekly and monthly themes, completion of incident reports and generation of monthly statistics.
Conducts practical, scientific-based research to improve or maintain water quality and wastewater quality at the treatment plants and within the distribution systems. For any issues, lead and conduct root cause analyses and work with the team to implement actions to fill remediate the identified gaps.
Works jointly with, and provides guidance to Operations personnel to ensure that the most cost effective, and optimized treatment processes are being utilized.
Develop and enhance existing KPIs, metrics to gain a better understanding of the organization and ensure we are compliant.
Oversees and directs work of staff and advises other company employees regarding state operations with potential to impact water quality, public health or environmental compliance.
Establishes, reviews and approves State water quality-related reports and communications, coordination of Consumer Confidence Reports, and water quality operational procedures.
Interfaces with Corporate Environmental Management on reporting and coordination of the environmental function. Provides input on water quality, public health and environmental matters.
Provides technical assistance across the division on Water Quality, Waste Water and Environmental issues.
Directs the laboratory staff and ensure that the laboratory continues to operate effectively and efficiently. .
Develops O&M/Capital budgets and operates to stay within the budget.
Oversees and directs company programs to address security of sources, facilities and customers against water quality and other environmental threats. Assist with the development of cross-connection and backflow prevention programs.
Serves as an expert witness in legal/ratemaking proceedings.
Participates in due diligence investigation support related to new projects and mergers/acquisitions. Responsible for integration of acquired systems into NJ compliance water, wastewater and environmental programs.
Communicates with environmental regulators on reportable incidents, regulatory inspections and permitting matters.
Investigate and resolve compliance problems, questions, or complaints received from within the company, customers, government regulatory agencies, etc.
Implement a quality assurance and quality control program: Audit and evaluate current policies, procedures, and documentation for compliance with government laws and regulations.
Coordinate company response and solutions with business plans, federal, state, and local environmental regulations.
Negotiate remediation solutions with environmental/regulatory agencies to minimize regulatory impact and compliance damages.
Review and determine applicability of environmental regulations and prepare Permit applications. Prepare and maintain schedule, associated documentation and reports for regulatory compliance (permits, testing, etc.)
Oversee implementation and use of compliance tools (e.g., WIMs, Intelex, new WQMS, etc.) in accordance with corporate policies and procedures.
Oversees administration of hazardous materials and waste management program including waste minimization procedures; reviews chemicals used and maintains required materials safety data sheets (MSDS); serves as a First Responder on chemical spill/release incidents.
Other duties as assigned.
Provide guidance and assistance to drinking water systems and facilities with regards to treatment processes and distribution systems operations to prevent and resolve water quality issues, and ensure compliance with drinking water regulations (State and Federal).
Oversees the timely preparation and dissemination of required reports, both internally and externally including those associated with federal, State and local compliance requirements.
Leads the development of remedial action plans, monitors completion of remedial actions, and prepares necessary follow up to environmental audit reports.
Serves as a resource to managers in the regulatory compliance discipline.
Monitors the regulatory environment, and keeps abreast of relevant pending and in-force regulations.
Maintains Suez Environmental electronic regulations federal and state registers, industry news bulletins, etc. and provides relevant and timely updates to affected facilities/operations.
Participates in Suez initiatives, research programs and technical programs in areas associated with Environmental programs.
Initiates, develops, implements, monitors, and manages environmental programs, policies, and procedures to ensure the organization complies with all current environmental regulations.
Regularly evaluates procedures, conducts periodic inspections of facilities and equipment to identify environmental hazards for improvement; issues notices of unsafe working conditions or hazard along with recommendations to safeguard the environment.
Standing member of the ECAP Audit Team.

Ability to travel to field locations and interface and communicate effectively with staff.
Knowledge of water/wastewater operations and treatment processes, water quality monitoring and quality assurance programs.
Knowledge of government (federal, state and local) regulations and permitting related to drinking water, wastewater and environmental compliance and employee/community safety.
Knowledge of current and emerging environmental issues.
Knowledge of environmental regulations impacting water resources and facility operations.
Knowledge of industry trade organizations to include participation in related activities aimed at improving water quality.
Environmental Auditing and Site Inspections
Air Quality compliance and permitting
Knowledge of water safety planning, source water protection and reservoir management.
Ability to conduct and interpret bench/pilot testing, water quality sampling protocols, plant performance testing, analyze raw and finished water quality, and optimize treatment.
Ability to identify root cause of water quality/treatment problems and assist production/operations in implementing and monitoring water treatment solutions.
Strong leadership skills and ability to use sound judgement to make decisions
Excellent interpersonal and communication skills (written and oral), strong organizational skills and attention to detail
Proficient with MS Office suite applications.

Ability to work well independently and as part of a cross-functional team
In-depth knowledge of federal environmental (EPA) and corresponding NJ regulations.
Working knowledge of water chemistry and treatment is required, similar experience in laboratory testing a plus
Strong technical and presentation skills
Valid driver’s license and satisfactory driving record.
Ten (10) years of experience in regulatory and environmental compliance required. Focus in environmental management of water resources and/or treatment or related technology or process development.
Experience in the management of people (direct and indirect) and budgets; development of plans and strategies.
Experience with water quality compliance strategies, bench/pilot testing, and plant performance assessment.
Environmental Reporting (i.e., Annual Waste Summaries, EPCRA Tier II Reports, SARA Toxic Release Inventory Reports, Air Emissions Inventory Reports, Annual Compliance Reports, etc.)
PE, or other professional certification preferred
