SUMMARY : Responsible for administration of Environmental Services functions and support within the Infrastructure GBU, reporting directly to the EAMS Region ES&H Manager and functionally to the Infrastructure Manager of Environmental Services. Manages. Provides technical oversight to environmental services (ES) staff assigned in the GBU and to project-assigned ES personnel on projects. Coordinates ES functions and support activities with Manager of Environmental Services, global business unit-assigned ES&H Managers, Marketing & Business Development Managers, Project Managers, Construction/Site Managers, and Engineering Managers. For salary grade determination, see Addendum. JOB DIMENSIONS: A. Supervision Received - Reports to Infrastructure EAMS ES&H Manager and receives functional support and direction from the Infrastrucutre Manager of Environmental Services. B. Supervision Exercised - Provides business unit-level direction and administrative supervision to ES personnel assigned in the global business unit as support staff and full-time on projects. C. Contacts - Maintains relationships with internal Bechtel organizations (e.g., Engineering, Construction, and Contracts), customer, and contractor/subcontractor representatives to coordinate the administration and implementation of ES functions on projects and facilities. - Maintains contact with directors and/or program supervisors of relevant governmental agencies to obtain current information on new regulations, program initiatives, and technical information. - Maintains contact with project ES personnel to keep them informed of ES issues and confirm adequate technical support - Maintains contact with customers to exchange information on ES issues within the GBU or specific projects. - Maintains contact with GBU Marketing & Business Development (M&BD) organizations on bid decisions and proposal development. ESSENTIAL JOB DUTIES : 1. Manages and administers the environmental services program in the assigned global business unit. 2. Ensures that applicable corporate, business unit, and project-specific environmental requirements are integrated into project planning, design, and execution and that Bechtel projects within a global business unit are designed and constructed in compliance with applicable requirements. 3. Provides environmental technical support and assistance to projects and coordinates environmental compliance requirements with M&BD managers, project managers, construction/site managers, (sub)contracts managers, project engineers, ES&H managers, and other project personnel as required. 4. Assigns work responsibilities and duties to ES staff assigned in the business unit and provides technical support and direction on work products (e.g., Construction Environmental Control Plans, site-specific mitigation plans). 5. Participates in meetings with customers, functional managers, and contractors/subcontractors to advise them of developing ES issues which will affect their activities. 6. Monitors, reviews, and analyzes proposed changes in environmental laws/regulations, financial institution performance standards, and industry standards/practices potentially affecting GBU operations/projects and provides input and recommendations for addressing such changes. 7. Reviews functional group policies and procedures and makes recommendations for revising/developing procedures and processes as required. 8. Participates in ES personnel recruitment, training, and development. Conducts performance evaluations of ES personnel in coordination with the corporate Manager of Environmental Services and reviews performance evaluations administered by supervisors. Provides recommendations to the Manager of Environmental Services on salary actions, promotions, transfers, and terminations for ES employees assigned to the GBU. Interviews candidates for new ES positions and makes recommendations to the Manager of Environmental Services regarding their suitability for employment. 9. Oversees and/or develops GBU-level environmental awareness orientation/training programs. 10. Conducts ES reviews of projects to monitor compliance with environmental requirements including contractual commitments, permits, and internal Bechtel environmental core processes and procedures. 11. Works with the Manager of Environmental Services and Bechtel Legal on addressing and resolving pending agency non-compliances, notices of violations, potential fines and other enforcement actions. JOB KNOWLEDGE: - Advanced knowledge in a field of science, environmental engineering, or related discipline, normally acquired through advanced study from an accredited college or university and/or environmental-related certification from national/international accrediting organizations/associations. - In-depth knowledge of national and international environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during project execution. - Working knowledge of environmental permitting and compliance enforcement processes in countries where formalized regulations and/or laws do not exist and/or experience in industry-specific environmental programs and performance standards of financial institutions (e.g., World Bank, International Finance Corporation) - Proficiency in managing environmental organizations/programs and supervising technical staff. - Knowledge of ISO 14001 Sandard and environmental management system setup and maintenance. - Knowledge of engineering/scientific systems, methods, and work processes. - Knowledge of Bechtel’s M&BD process and activities to identify and appropriately address environmental related risks for bid decisions and in responding to new work proposals. - Advanced understanding of construction planning and execution. - Experience in managing and/or providing technical oversight of environmental subcontractors or consultants. - Experience in environmental monitoring and compliance inspection during construction. - Experience in conducting environmental compliance reviews/audits. - Experience in developing and implementing environmental awareness training programs. - Knowledge of Bechtel’s organization structure, functions, and procedures. - Strong organizational and leadership skills. - Excellent written and oral communication skills. - Bachelor of Science degree in life sciences (e.g., biology, ecology, forestry) or physical sciences (e.g., geology, meteorology), or environmental engineering from an accredited college or university. Advanced degree (e.g., MS, PhD) in above fields of science, engineering, or business management and/or environmental-related certifications from national/international accrediting organizations/associations is typical. - Prior progressive practical work experience in office settings (e.g., managing environmental programs, budgets and staff) and field environments (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.
