Job Responsibilities Serve as Ambient Technical Leader in the Water Program in the Environmental Affairs Bureau of Environmental Health Services Lowcountry-Beaufort office.  Complete all assigned activities of the regional Water Program including: conduct sampling of streams, public drinking water supply systems, and wastewater systems for compliance with federal and state requirements. Perform inspections of onsite wastewater systems, wells, public drinking water systems, wastewater facilities, agricultural facilities, and stormwater projects for compliance with regulations. Conduct routine and construction inspections of public swimming pools for compliance. Investigate environmental complaints and conduct special studies and surveys. Prepare inspection reports of a professional and technical nature, assemble documentation for enforcement activities and provide testimony at enforcement conferences, administrative hearings and court hearings. Provide technical assistance to the regulated community and general public on state and federal laws. Assist the Water Team Leader in the management, scheduling, and implementation of various aspects of the Water Program. Participate in disaster/emergency preparedness activities as outlined in the region and agency policies. Job Responsibilities This position is located in the Bureau of Environmental Health Services, Office of Environmental Laboratory Certification. Responsibilities include the evaluation and certification of environmental laboratories performing Safe Drinking Water Act, Clean Water Act, and Resource Conservation Recovery Act regulatory analyses under State Regulation 61-81. Duties include the review of applications for certification for completeness; review of standard operating procedures (SOPs) for compliance with EPA approved methodology; review of proficiency testing (PT) results; review of technical data to ensure compliance with the SOP and the EPA approved method. On-site laboratory evaluations are performed to evaluate the analytical techniques, instrumentation, quality control procedures and record keeping practices of laboratories reporting environmental monitoring data to the Department. Duties also include the review of quality assurance project plans (QAPPs) for special studies for adherence to the DHEC Quality Management Plan (QMP); discussing findings with the program area and with Quality Assurance Manager (QAM); providing technical assistance to the QAM on approval of special studies; assisting the QAM with updates for the EA QMP every five years or as deemed necessary.
