The Virginia Department of Transportation’s Environmental Division is seeking to fill an Environmental Compliance Manager position. This position will be responsible for managing the compliance assurance for environmental commitments for the highway construction program. The position will provide planning, analysis and programmatic oversight to ensure project environmental requirements are communicated through contract documents to   VDOT   construction contractors, implemented during the course of construction, and compliance with these requirements is evaluated during the course of construction. This position is also responsible for ensuring that compliance evaluations and assignments of project compliance classifications are appropriately and consistently applied by District Environmental Commitment Inspectors ( ECI ). This position will establish and communicate compliance program procedures to internal and external customers by providing program guidance, training, and assistance. The selected candidate will provide programmatic direction for the District ECIs and supervision of the Central Office   ECI . The position will be responsible for communicating significant compliance findings to management and coordinating with technical area experts, contract development staff, Area Construction Engineers, construction managers, District Environmental Managers, L&D and Construction Divisions to communicate program initiatives and address compliance-related issues. Minimum Qualifications This position requires demonstrated working knowledge of federal and state environmental laws and regulations and an understanding of environmental auditing principles. Additional qualifications include the ability to communicate effectively, both orally and in writing, to diverse audiences and include conducting technical and training presentations, interpreting assessment reports and developing reasonable and effective solutions. Ability to manage multiple technical projects, supervise and mentor employees, manage contractors/consultants and provide technical and legal advice and training. Ability to obtain Virginia Erosion and Sediment Control Inspector Certification within 12 months of employment. Preferred Qualifications A college degree in Environmental Science, Geology, Chemistry, Environmental Engineering or related field preferred; equivalent experience or training may substitute for degree. Working knowledge of environmental management systems, and the environmental requirements (Natural Resources/Water Quality Permitting, Hazardous Materials, Cultural Resources, etc.) and understanding of construction practices related to transportation projects.
