This position will provide full-time environmental, ESMS and project management support. This position will be responsible for coordinating regulatory programs and its permitting applications. Support the development and coordination of training programs. Responsible for managing the planning, development and implementation of all of the HART ESMS (Environmental Management System) Programs; and, for developing and providing coordination and maintenance of procedures, updates, documents, records, and databases for the ESMS, as needed. Coordinates efforts of the various sustainability committees and represents HART with local, regional, state and federal agencies and organizations.
ESSENTIAL JOB FUNCTIONS
Manages HART interests regarding land use, environmental regulatory compliance requirements under Federal, State, and local guidelines, and OSHA standards;
Mitigation of currently defined environmental deficiencies ordered by the State Department of Environmental Protection (DEP);
Ensures compliance with all required standards in order to achieve and maintain ISO 14001 certification;
Maintain working relationships with Regulatory Agencies;
Responsible for assisting in the identification of potential environmental risk(s);
Developing, implementing and updating, as necessary, corrective and preventative action plans;
Works in conjunction with respective HART staff and HART Environmental Response Team(s) to ensure compliance with all Environmental regulatory requirements and HART policies and procedures;
Ensure on-going audits are performed to ensure effectiveness and compliance;
Ensure inspections by regulatory agencies are coordinated and deficiencies minimized and corrected;
Coordinate with operations staff on facility deficiencies and compliance inspections;
Maintain all logs and documentation associated with permits and regulatory requirements;
Responsible for coordinating regulatory programs and its applications and help support the compliance process(es);
Review accidents and incidents which occur and conduct field audits, reporting and managing corrective actions;
Environmental Sustainability Management System:
Performs as subject matter expert for HART Environmental Sustainability Management System (ESMS);
Manages the holistic environmental program for HART including:
maintenance and management under ISO 14001 guidelines for compliance
development of initial and continued front-line environmental training
Ensures rigorous maintenance of an organization that is pursuing ISO 14001:2015 certification
Enacts, motivates and directs HART Environmental policy, cross organizationally and cross functionally;
Enhances on-going development of an organizational level Strategic Sustainability Management;
Provides direction to various functional groups/departments to incorporate both Environmental and Stainability Management System measures into their work processes;
Communicates written and orally to HART staff, other jurisdictions and agencies, and assists in responses to any public records requests as the HART subject matter expert;
Ensures all documentation and records are complete, including establishing, implementing and maintaining all records and documents pursuant to the ESMS and ISO 14001:2015 standard requirements;
Provides guidance and input to HART staff regarding ESMS records and documents in accordance with ISO 14001:2015 standards;
Staffs and provides direction to the various ESMS committees including facilitating meetings, recording minutes;
Performs required research, analysis, data collection, and accurate reporting; i.e.
Establishes Agency Sustainability Program ensuring that all data and other efforts are collected accurately and timely;
Leads Internal Audit teams to assess ESMS conformance and works with affected departments to implement corrective and preventative actions;
Participates in Top Management reviews to define program compliance and non-conformance in order to drive continual improvement;
Participates in and coordinates public events and outreach efforts as needed;
Communicates written and orally, to HART staff, other jurisdictions and agencies, and assists in responses to any public records requests as the HART subject matter expert;
Ability to present finding in an organized manner before of large audiences
Responsible for leading project(s); overseeing all aspects of a project from initiation to closing;
ensuring project is completed on time and within budget; and
ensuring acceptable delivery of the project/product
Responsible for preparing and defining the project scope of work, financial plan, including ICE and budget, control project deadlines;
Apply change, risk and resource management techniques;
Responsible for the project resources and vendors;
Assess project performance and aim to maximize ROI;
Perform required research, analysis, data collection, and accurate reporting; and
Identifies potential grant sources as well as providing supporting documentation needed for applications;
Administers and manages associated grant funded projects.

REQUIREMENTS AND QUALIFICATIONS
Education and Experience:
Bachelor's degree, in Environmental Science preferred and a strong understanding of Sustainability Management, Environmental Regulation and Compliance.
A minimum of three (3) years project management experience required; preferably in environmental science.
Experience in sustainability management, preferred.
An equivalent combination of education and experience may be considered in lieu of the above requirements.
Valid Florida Driver's License or be able to obtain one within in 10 days of hire or moving to the State of Florida.
Must be able to obtain Project Management Professional Certification within 12 months of employment.
ISO 14001 Lead Auditor Certification (not required)
LEED Accredited Professional (not required)
Machines, Tools, & Equipment Used:
Ability to operate small office equipment, including copy machines or multi-line telephone systESMS, as well as a computer for both data entry, word processing, and/or accounting purposes.

Ability to perform calculations with accuracy.
Local, state, and federal environmental policies and regulations;
Strong understanding of the International Standards Organization (ISO) 14001 protocol for Environmental Management System;
Sustainability issues and practices;
Contractor audit and oversight;
Experience in commitment tracking and reporting;
Industry best practices;
Ability to scrutinize mitigation plans proposed by Contractor;
Transit basics and their interaction with Environmental practices.
Physical Demands/Work Environment:
Occasional lifting and carrying supplies and equipment weighing up to 10 lbs.
Frequent field work required, (many times on construction sites.)
Usual office environment.
Exposure to noise, fumes and vehicular traffic.
