Description The City of Roanoke is seeking a temporary Civil Engineer I - Biological Systems for our Stormwater Division of Public Works. This position share knowledgeable and passionate about sustainability and environmental challenges, specifically land-use changes that negatively affect water quality. Duties may include retrofit design of stormwater best management practices (BMPs), use of phytoremediation and ecological principles for stormwater CIP projects, outfall disconnections, curb cuts and extensions, and stream restoration project management. This position may also conduct Bank Erosion Hazard Index (BEHI), delineate MS4 outfalls and SW BMPs and manage projects included in Watershed Master Plans and/or TMDL Action Plans. Additionally, this position may conduct plan reviews for projects located in City's floodplain. The successful candidate will take initiative by identifying, researching and seeking out optimal design solutions and executing good follow-through. Bachelor's degree with environmental concentration, watershed science, or biological systems engineer from a four-year college or university recognized by the Commonwealth of Virginia Registration board for Architects and Engineers; at least one year professional experience and/or training; or equivalent combination of education and experience in water quality/environmental science and environmental engineering. Recognition as an Engineer-in-training in the Commonwealth of Virginia preferred. Must possess a valid driver's permit issued by the Commonwealth of Virginia. Current or pursuing Floodplain Manager certification, Envision Sustainability Professional (ENV SP) certification from the Institute for Sustainable Infrastructure (ISI) and/or natural channel design and assessment preferred.  Examples of Duties SUMMARY  Performs work in the planning, scheduling, survey, design construction, inspection and maintenance of a variety of projects; provide engineering services for contract management, construction projects, building use reassignment evaluations, and system maintenance. ESSENTIAL DUTIES AND RESPONSIBILITIES   include the following. Other duties may be assigned. Prepares designs, plans, specifications and cost estimates for assigned projects in areas of  professional land survey, design, drafting, erosion and sediment control and storm water management design Manages architectural/engineering consultants in the preparation of designs, plans, specifications and cost estimates for assigned projects Manages construction of assigned projects from bid evaluation through project close-out; reviews design plans and construction/installation schedules; attends planning and construction progress meetings and prepares meeting minutes; performs site inspections to assure compliance with project specifications, building codes, and other regulations Meets with project coordinators, such as consulting engineers, City representatives, and contractors; determines projected needs/use levels according to established models; coordinates operations schedules; prepares progress reports Maintains logs, tracking systems, and specialized databases; enters, retrieves, and analyzes data; prepares reports; enters routine, technical, and specialized data into department computer system; generates routine documents, such as correspondence, electronic mail, requisitions and purchase orders Engages in engineering research SUPERVISORY RESPONSIBILITIES  Supervises an assigned staff in the completion of projects. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Supplemental Information LANGUAGE SKILLS  Ability to read, analyze, and interpret technical journals, reports, and documents. Ability to respond effectively to inquiries or complaints orally and in writing. Ability to effectively present information to management, public groups, and/or boards of directors.  MATHEMATICAL SKILLS  Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. REASONING ABILITY  Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS  Recognition as an Engineer-in-training in the Commonwealth of Virginia preferred.  Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.
