Description There is currently   one Limited Duration, full-time position   open with the Oregon Department of Forestry located in   John Day.    This Limited Duration assignment is expected to end no later than June 30, 2019.  This announcement will be used to establish a list of qualified candidates for this position and may be used to fill future vacancies as they occur. For specific questions,   please contact Ryan Miller, John Day Unit Forester, at 541-575-1139.   This position is funded in the Private Forests Program by the statewide Natural Resources Conservation Service (NRCS) Contribution Agreement. The purpose of the Department's Private Forests Program is to assure the continuous growing and harvesting of forest tree species by promoting the best management practices that protect soil, air, water, fish and wildlife resources.  The NRCS through the Farm Bill is investing in forest health by assisting landowners in their efforts to maintain healthy forest ecosystems. The primary purpose of this position is to implement federal forest health and fuels reduction grants in Wheeler, Morrow, Harney & Grant County, including project layout, approval, payment request and record keeping. Duties include but are not limited to:   Accept and ensure completeness of landowner applications for NRCS projects and National Fire Plan (NFP) grants as needed. Determine if landowner grant project proposals meet the established guidelines for a NRCS forest health project or NFP fuels reduction project. Prioritize projects within their area of responsibility. Assist landowners in laying out project boundaries and establish project specifications. Notify landowners of project approval, specifications, deadlines, maintenance requirements and payment request requirements. Send approved applications to appropriate Salem and NRCS personnel. Perform interim and final inspections of projects to assure compliance with specifications. Submit payment requests upon successful project completion. Maintain accurate records and generate reports as required. Map projects in GIS database. Assist the public with information relating to incentive programs administered by the Department. Assist CTUIR Natural Resource Dept. with timber sale layout, fuels reduction projects, general forestry assistance and RX fire planning. Because the Department's highest priority work is a forest fire emergency, this position may be utilized during those emergencies to provide assistance in a variety of ways.  That assistance may be directly aiding the emergency effort in the field or at the Salem headquarters.  It also may be in providing backup to fill in for another position that is being used in direct aid to the emergency, or it may be in performing an essential function in some capacity either within this Program or elsewhere in Salem or in the field. Qualifications, Required & Requested Skills Minimum Qualifications:   A Bachelor's degree in Forestry   or a closely related natural resource science; OR Three years of experience in Forestry   or closely related natural resource field Desired Attributes: The ability to work independently. Good communication skills (oral and written). The ability to facilitate meetings of diverse stakeholders. Strong organizational skills. Long-term project development outlook. Ability to use the tools commonly used in forestry work. Experience with eastside forest management and silviculture. Demonstrates good working knowledge of wildland fire danger and fire behavior. Possess current wildland fire qualifications and have the ability to serve as an Initial Attack Incident Commander or act as overhead on in-district, area, and state fires; may serve on an Incident Management Team.
