The City of Scottsdale’s Office of Environmental Initiatives can assist its residential and business communities with identifying and complying with environmental laws, rules, regulations, ordinances and policies that need to be considered for current or planned activities. 

The Office of Environmental Initiatives (OEI) provides a range of environmental services for the Scottsdale citizens. The office acts as a resource for Environmental Regulatory Compliance, supports the City’s Green Building Programs, and provides a wide range of Environmental Sustainability resources to the community and City staff.

About The Position Performs policy-level coordination, advisory and administrative tasks relating to water resource management and long-range water supply sustainability. Selection Process: Applicants whose education, training and experience most closely meet the needs of this position may be invited to participate in a selection process to include oral board interview and skills assessment. Minimum Qualifications Education and Experience: A Bachelor's degree in Geology, Water Policy, Engineering, Business Administration or Public Administration, or a closely related field from an accredited educational institution. Five years of progressively responsible experience in water resources planning and/or water policy, including working with community leaders and other stakeholders on sustainable water resource management. An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis. Preference will be given to those candidates with Water policy experience in Arizona Active Management Areas (AMAs). Licensing, Certifications and Other Requirements: Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment. Essential Functions Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.  Provides direction, supervision and coordination of the activities of the Water Conservation Coordinator and staff in water conservation including hiring decisions; works with employees to correct deficiencies and implements discipline procedures. Ensures compliance with State Groundwater Management Act and other Arizona Department of Water Resources regulations and policies related to water supply planning management. Coordinates with other Water Resources Planning and Engineering staff and provides recommendations regarding the planning of new wells for surface water backup supply. Routinely communicates with the City's legislative liaisons regarding local, state and federal policy decisions which may directly or indirectly impact the Water Resources Division and related operations. Leads efforts to acquire future additional water supplies while protecting current water rights. Coordinates program for the acquisition and maintenance of 100-year assured water supply. Conducts long-range planning and protection of CAP and SRP water rights. With applicable input from the City's legal staff and Water Resources upper management, represents the City and negotiates with Central Arizona Water Conservation District (CAWCD), Department of Water Resources (DWR) and Salt River Project (SRP) regarding water rights. Conducts water policy analysis and makes recommendations to Water Resources upper management. Performs analyses that enable the City to make operational decisions necessary to continually maintain safe yield. Participates in developing the City's existing and future groundwater re-charge strategies. Develops and maintains the City's water supply portfolio calculations, and gives guidance and recommendations concerning identified constraints or opportunities. Assists Water Resources in coordinating the use of groundwater and surface water based on sustainability goals and identified constraints. Alerts Water Resources Directors when short term changes in available water supply are identified. Plans and oversees the Water Conservation Program. Provide direction, supervision and coordination of the activities of the Water Conservation Coordinator and staff in water conservation including training, scheduling, hiring decisions and written performance evaluations; works with employees to correct deficiencies and implements discipline procedures. Provides assistance when requested related to permit acquisition for projects from Federal, State and County agencies. Coordinates the activities of special staff teams on water policy and planning related projects, providing direction, support, management, resources and advocacy. Conduct research on issues such as climate change and drought which could ultimately affect the City's water supply portfolio. Makes recommendations regarding City response as necessary.
