About the Position: The ESA Southern California Region is seeking one or more Senior Biologists to work in the San Diego office. The preferred candidates will have a strong background and experience in biological resource surveys, permitting and endangered species documentation, leading biological report or CEQA/NEPA biological section preparation, business development, client management, and project/on-call contract management. Additional biological expertise including having USFWS 10a permits, and/or experience conducting USFWS protocol surveys, nesting bird survey surveys, vegetation classification mapping surveys, rare plant surveys is a plus but not required. You'll work on exciting and challenging projects including parks and preserves, land management planning, water and wastewater, commercial and residential development, energy, transportation, monitoring, and restoration. Qualifications The ideal candidate must possess effective problem-solving ability, exceptional writing and editing capabilities, and relationships with clients and agency personnel in the greater Los Angeles area. Experience effectively managing schedules and task/project budgets desired, as well as strong knowledge of and experience with CEQA and NEPA compliance. This role requires the initiative, confidence and tenacity to uphold ESA’s strong work-ethic and to work collaboratively in a multi-disciplinary, team environment. Qualified candidates should have at least a BA/BS in a related discipline, a minimum of 8 years’ experience; or Masters and a minimum of 6 years’ experience. Description ESA is seeking an experienced Airport Environmental Planner with progressively responsible technical and project management experience preparing NEPA Categorical Exclusions (CEs) and Environmental Assessments (EAs) for aviation-related development projects. Experience preparing Environmental Impact Statements (EISs) and 14 CFR Part 150 noise compatibility studies is a plus. In addition to NEPA and impact assessment experience, applicants should have a strong working knowledge of environmental regulatory programs, airport planning, and community/urban planning principles. Effective communication and writing skills are required. ESA may consider applicants with the same level of experience on other transportation, aerospace, or military programs. This position includes, but is not limited to, the following: Conducting research and preparing environmental impact analyses for a wide range of airport and aviation projects. Interpreting and applying information in Federal Aviation Administration (FAA) Advisory Circulars and Orders, federal regulations, and state statutes. Directing the work of team members and reviewing work submittals to ensure they conform with project requirements and client expectations. Serving as a Task Leader, Deputy Project Manager, or Project Manager for the preparation of NEPA documents and other airport environmental studies. This position requires client interaction, coordination with ESA staff and team members, managing work flow and budgets, and adherence to ESA’s project management policies and procedures. Technical editing and coordinating the preparation and distribution of documents, reports, and studies. Conducting research and providing support on airport planning projects (Airport Master Plans, Airport Layout Plans, and related studies). Participation in client, agency, and public meetings. This requires modest travel and the ability to speak before and interact with agency representatives and the public. Supporting ESA’s project development and marketing initiatives. The successful candidate will be self-motivated, creative, and team-oriented. The ability to conduct research, identify solutions, communicate clearly, and work independently is important. Qualifications At a minimum, applicants must have: 1) a Bachelor’s Degree in an environmental-related discipline, urban planning, transportation planning, public policy/administration, or aviation from an accredited institution; 2) ten years of progressively responsible technical experience preparing NEPA documents, which includes three years of progressively responsible task and project management experience; 3) proficiency with Microsoft Word, Excel, PowerPoint, and Project; 4) strong analytical and technical writing skills; and 5) effective communication and presentation skills.
