The National Oceanographic Partnership Program (NOPP) was created by Congress to improve the knowledge of the ocean for the purposes of assuring national security, advancing economic development, protecting quality of life, and strengthening science education and communication. The improvement of ocean knowledge is achieved by ocean science and technology research conducted through partnerships between federal agencies, academia, industry, and others in the oceanographic scientific community.
