Overall Job Objective The City of Boulder, and the community it serves, is keenly focused on creating an energy future defined by significant reductions in greenhouse gas emissions, aggressive efficiency measures, technological and service innovations, and customer-focused solutions. While the city is currently working on the potential municipalization of its electric utility to enable it to achieve these goals, the city staff team continues to work with customers, community stakeholders, and decision makers to design and implement cutting-edge energy policies and programs as well as pilot new energy innovations. In 2018, this work includes analysis and strategic evolution of EnergySmart efficiency services; implementation of progressive energy codes and requirements for existing buildings; creation of a new local Energy Impact Offset Fund; developing energy projects for city owned facilities and the creation and implementation of new local solar and electric vehicle programs and offerings. A current list of all energy and climate projects can be found here: This position will serve an important leadership role for the city's energy work and related energy innovations, with primary responsibility for developing and implementing Boulder's next generation of demand-side management (DSM) strategies, programs, and initiatives consistent with the city's Climate Commitment and Energy Future goals. This position will be responsible for working with community stakeholders and staff from other divisions to create strategic engagement and action plans for the city's energy-related work. The position will be the lead on DSM strategies, and will closely collaborate with staff working on the energy supply strategy to bring together all pieces into a cohesive plan. The position will also help establish aggressive energy efficiency targets in all building sectors, strategies to achieve those targets, and metrics to measure success toward climate and other goals. This position will foster relationships with the business community and develop public-private partnerships in support of sustainability and energy objectives.  This position will bring technical expertise in Heating, Ventilation and Air Conditioning (HVAC) systems, solar technologies, and various financing and ownership models, to be able to advise and assist with energy development projects for city owned facilities. In addition, this position will play a key role in helping develop long term energy strategies which support the achievement of the city's energy future goals and potentially integrating energy efficiency services into a new utility.    Duties & Responsibilities 1.  Strategy and Policy Development Provide leadership, facilitate community working groups, and engage community stakeholders and partners to develop energy programs, policies, and pilots. This includes, but is not limited, to the following:   Provide leadership to develop, recommend, and implement next-generation DSM programs. Evaluate the savings and participation targets of existing energy programs, and develop and modify them to ensure community objectives are met. In collaboration with Energy Future staff and other city departments: Research next-generation program development, evaluate infrastructure, market readiness, legislative and funding opportunities. Understand the relationship between program design, incentive structures and regulatory design to create comprehensive approaches that garner support and achieve results. Develop and recommend evaluation criteria that can measure programs' effectiveness to reach energy reduction and greenhouse gas targets and goals. Create appropriate public engagement strategies to inform program goals and objectives and make policy recommendations to City Council. Facilitate honest community feedback on the effectiveness of city and market offerings and increase participation in energy initiatives. Develop and administer program budgets, make funding and staffing recommendations, and oversee fund disbursement. Collaborate on the development and implementation of a strategy for energy efficiency and renewable energy for city owned facilities. Collaborate with the appropriate city staff on program synergies and the city organization's efforts to contribute to the community climate commitment, master plans and regional partnerships to identify local priorities for energy programs and projects. 2.   Technical Expertise      Provides technical leadership in building science and DSM programming which emphasizes prescriptive and performance methods to increase energy efficiency in buildings. Has deep knowledge and experience with HVAC systems and provides technical expertise in the following areas: whole building energy modeling, solar technologies, electric vehicles and charging infrastructure, and various financing and ownership models for energy efficiency and renewable energy.   Consistently performs qualitative and/or quantitative analysis that meets the city's standard of quality, with the ability to develop tools and methods to measure program effectiveness with potentially limited access to actual performance data. Evaluates and recommends financial incentive structures that complement DSM programs that work to advance cutting-edge programs. Understands commercial construction and industrial operations, buildings, and uses. Familiar with DSM rebate program development, implementation, and measurement and verification, including common DSM cost-effectiveness tests. Exercises insightful and innovative problem-solving techniques in addressing project or program requirements and develops new approaches and techniques when appropriate. Provides technical expertise, researches national and global case studies, and develops written or in-person testimony on Public Utilities Commission filings related to DSM. Analyzes engineering studies or reports to determine whether deliverables are accurate and based on appropriate assumptions. Writes, speaks, and presents clearly on qualitative and/or quantitative issues; effectively communicates results of analysis to staff, contractors, business organizations, stakeholders, department directors and City Council. Provides building science/HVAC and general technical expertise internally in an academic or engineering discipline and routinely expands expertise. Demonstrates insight and creativity in approaching and resolving technical problems in a manner that results in consistently high levels of team satisfaction.         3. Community Engagement Develop collaborative relationships with the business community and serve as a facilitator of community-based solutions.  This includes, but is not limited, to the following: Develop and maintain partnerships with Boulder Chamber of Commerce, business organizations, and local, state and federal government agencies. Interface with private contractors, utility companies, other governmental agencies, and regulators as necessary to manage policies, special projects, and programs, including but not limited to commercial/industrial sector energy efficiency efforts, solar initiatives, and utility demand-side management (DSM) programs. Work with community business partners, local governments and other organizations to leverage funds and policy development opportunities to create regional programs with increased impact to achieve goals. Coordinate with community organizations and regional agencies on green jobs training programs and contractor certification programs. Respond to public inquiries and provide information to interested groups or individuals.  This may include responding to and/or holding interviews with the news media or making presentations to advisory boards/commissions and community organizations.   4.  People Management         Successfully manage people with various levels of experience and expertise. This includes, but is not limited to:         Provide leadership, guidance, direction and support to direct reports. Provides career coaching and learning and development opportunities for direct reports. Conducts performance reviews and regular check-ins with direct reports. Closely coordinates with staff working on the development of the future municipal electric utility. Develops scopes of work and manages the selection process for external consultants and contractors. Manages external consultants and ensures timely, high quality deliverables.    5.  Other: Works collaboratively and effectively with internal and external customers. Attends division, department, team and city meetings. Participates in professional development trainings as outlined in annual performance review. Performs related duties as required by management to meet the needs of the city and those it serves. Effectively manages consultants or contractors as needed to meet goals cost-effectively. Qualifications REQUIRED MINIMUM QUALIFICATIONS Bachelor's degree in Mechanical or Energy Engineering, Environmental Science, Environmental Policy, Environmental Planning, Environmental Management or related field, plus a minimum of seven years progressively responsible experience managing, designing or implementing energy efficiency programs.  Or an equivalent combination of education and experience.  Demonstrated ability to create successful strategies, to coordinate and manage complex projects, and resolve issues.  Demonstrated strength in project management and work plan management.  Demonstrated ability to implement programs to meet objectives.  Ability to research, analyze and synthesize complex information and data, develop and present recommendations and prepare concise written reports, correspondence and recommendations.  Demonstrated leadership and people management skills. Excellent interpersonal skills, including the ability to maintain effective working relationships with business contacts, the public, advisory boards, consultants and with employees at all levels of the organization.  Demonstrated verbal and written communication skills, including the ability to make public presentations.  Demonstrated facilitation skills.  Ability to lead and participate in teams.  Ability and willingness to attend evening meetings.  Have and maintain acceptable background information, including criminal conviction history and credit history.    DESIRED QUALIFICATIONS – In addition to the required minimum qualifications Master's degree in Engineering, Architecture, Energy or Environmental Management, or Public Administration. Experience in facility management. Demonstrated experience in managing projects and public engagement processes.  A minimum of five years progressively responsible experience in the design and administration of utility DSM programs.  A minimum of three years successfully managing staff. Experience in evaluating DSM cost effectiveness methodology and energy saving potentials. Registration as a Professional Engineer in the State of Colorado.  Previous experience managing DSM programs for a utility or energy services division in local government .    Knowledge of electric and gas utility DSM programs, rebate structure and cost effectiveness methodologies. Previous experience working in a university community.  Knowledge of progressive electric utility sustainability practices.
