Under the direction of the Environmental Supervisor, or designee, assist with implementation, monitoring and coordination of the City's environmental projects and programs including solid waste and recycling, household hazardous waste, environmental education, water quality and habitat enhancement.  This will include data collection and management, analysis, design review and implementation of capital improvement projects and programs that improve water quality and fish and wildlife habitat.   Work is characterized by technical and customer service duties associated with resource conservation, water quality and habitat improvement programs including frequent interaction with government officials, other City departments, neighboring communities, consultants, and citizens.  The incumbent is responsible for monitoring solid waste, recycling and other environmental consultant service contracts; securing grant and city funds; monitoring budgets and expenses; developing and providing education and technical assistance for residents and businesses; ensuring compliance with policies and regulations; providing local representation and coordination with other jurisdictions, contractors and consultants on environmental matters; and reviewing, inspecting and commenting on City capital improvement and environmental plans and policies. The incumbent is involved in environmental monitoring, administration of City codes, ordinances, policies, and procedures in the areas of environmental management, and developing educational tools and presentations.    Work is performed under general supervision. The supervisor defines objectives, priorities, and deadlines; and assists the incumbent with unusual situations which may not have clear objectives or precedents.  The incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives.  The incumbent keeps the supervisor informed of progress, potentially controversial matters, or those with far reaching implications.  Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.            Essential Duties and Responsibilities Monitor field conditions and perform environmental investigations to assess environmental problems and conditions throughout the City and wellhead protection areas. Author and review monitoring reports and analyze whether environmental performance standards are being attained.   Assist with the selection process of consultants and contractors, including the review of Statements of Qualifications and Scopes of Work. Provide comments to supervisor and manager for consideration.   Provide customer service for all aspects of environmental engineering projects and programs which may include, but are not limited to, answering questions at the counter, emails, phone calls and occasional site visits.   In consultation with others, help develop long-range plans to accomplish waste reduction, habitat enhancement and recycling goals and objectives as established by the City Council and Mayor.   Assist with development of program goals; monitor and evaluate effectiveness of programs and vendors against established City goals and benchmarks; administer recordkeeping systems and analyze statistical information used in evaluating programs.   Conduct research on a wide variety of policy and operational issues affecting all aspects of providing environmental enhancement and solid waste recycling services to residents, businesses, and institutions using analytical and statistical methods to develop recommendations.   Assist with organization, promoting, and implementing Seasonal Clean-Up events, Special Recycling events and volunteer events; help analyze and create program and project goals and recommend improvements.   Train, oversee and provide work direction to part-time temporary personnel, interns, and/or volunteers.   Develop and publish conservation resources/environmental articles for residents and businesses of Kent and prepare informational/educational pieces for online and print distribution.   Develop and promote programs and provide information and educational/technical assistance to other City departments and employees, citizens, businesses, community groups, and other agencies.   Research Federal, State, and local funding sources such as grants to support special projects and programs; draft grant proposals; monitor grants and prepare and submit reports as necessary.   Monitor Federal, State, and County legislation for impact on local programs with adjacent cities when appropriate.   Recommend changes and additions to current City code, compatible with State and county directives, which facilitate waste reduction.   Establish effective work relationships with adjacent local governments, State Department of Health, State Department of Ecology, and State Department of Fish and Wildlife to correct environmental problems and protect resources.   Perform field reconnaissance to locate and identify environmental problems throughout the City.   Assist with investigations, enforcement, and technical support of environmental code violations; and attend hearings to present testimony as necessary.   Provide information and services to property owners and the public.   Assist with preparation of reports, memorandums, and presentation materials for the City Council and Council committees.   Actively support the vision, mission, values, and goals of the department and the City.   PERIPHERAL DUTIES : Perform related duties as assigned. RESPONSIBILITIES: Participate in preparation of environmental compliance plans, permits, and reports for air quality, hazardous waste, spill prevention, storm water, and wastewater projects. Assist in data interpretation and preparation of ERM deliverables including site workplans, spreadsheets, figures, and technical reports. Assist with Phase I and II environmental assessments to support property transfer transactions. Focus on team project delivery, taking direction primarily from Project Managers. Provide support to internal Project Managers by assisting in ensuring work product is within compliance of all federal, state and local regulations. Work within quality/budget/schedule expectations and scope-specific assignments. Support ERM employees on multiple projects within scope/budget/schedule expectations and ensure quality standards on project deliverables. REQUIREMENTS: Currently working towards a BS or MS in environmental engineering, environmental science, geology, or other related discipline; Minimum 3.2 GPA Effective written/verbal communication and organization/analytical skills; experience recording/writing detailed technical data and reports a plus. Ability to multi-task, maintain flexibility, travel, and work independently with minimal supervision. Strong commitment to safety, including following established Health and Safety protocols. ERM  is seeking a motivated Environmental Summer Intern who is interested in participating on consulting projects in  Syracuse, NY .
