JOB SUMMARY : The Water Infrastructure Finance Authority (WIFA) is seeking a highly motivated Environmental Program Specialist to perform a variety of specialized activities. As an Environmental Specialist, you will coordinate the environmental and technical aspects of WIFA's Financial Assistance and Technical Assistance programs, ensuring programs remain in compliance with Federal and State environmental regulations. In this position, you will be responsible for: · Identifying and applying WIFA's A.A.C. rules as they relate to the implementation of technical and environmental processes and recommends revisions to rules and statutes to better comply with WIFA's mission. · Developing and implementing technical policy and procedures for the Authority. · Monitoring project status and conducts on-site construction observations to ensure compliance with terms and conditions of loans and grants. · Assists In the facilitation of the bi-annual Clean Water and Drinking Water Needs Surveys. · Providing guidance and technical assistance to owners, operators and consultants of drinking water/wastewater systems for developing plans and programs to utilize funds from WIFA. JOB DUTIES : · Managing multiple projects, including project development, budgeting, financing, and conducting on-site construction observations to ensure technical, contractual, and financial compliance; · Providing technical analysis, environmental review, and analytical reporting to ensure program and project compliance; · Maintaining Technical Assistance Contracts and correspondences; · Coordinating, generating, and maintaining Project Priority Lists (PPL’s), including technical review of applications; · Developing technical policies and procedures as required; other duties as assigned. · Other duties as assigned as related to the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Knowledge of: · Design, construction, operation and maintenance of wastewater treatment processes, drinking water systems and associated distribution and collections systems. · Federal and State environmental regulations. · WIFA Policies and Procedures. Skill in: · Skilled In reviewing and analyzing drinking water and wastewater data. · Conducting on-site construction observations. · Preparing narrative and or statistical reports that Include conclusions and/or recommendations. · Microsoft Office Suite applications. Ability to: · Communicate effectively in a public setting. · Establish and maintain effective working relationships with a wide variety of personnel. (including the public, private and public wastewater and drinking water system owners and operators, legal and financial advisors, other state governmental agencies, federal and local public offices, elected officials, WIFA advisory members and staff). · Perform technical and analytical research. · Travel throughout the state.
