Description Perform as a member of the START emergency response team as a team leader providing our EPA client with accurate and pertinent scientific data according to agreed upon methods, procedures, and techniques.  Provides sound conclusions and recommendations based upon field investigations and literature reviews within the established project schedules. Position Duties: Duties will include rotations as an “on-call” responder available 24hrs a day for a week at a time. Calibration and maintenance of a variety of multi-media monitoring and sampling equipment.  Document field activities and prepared daily and final reports for EPA client. In-field multimedia sampling. Proficient in the writing of technical documents and plans. Use level D-A PPE to make entries into potentially hazardous areas. Technical and Operational Scope: Exercises judgment on applicability of methods and approaches in use, and determines best approaches to problem-solving when standard procedures are inadequate. Determines best method of data gathering, database management, and analysis of data to achieve goals. Consults with outside specialists to obtain most accurate and timely data possible while meeting project specifications and time tables. Prepares reports on methods and procedures as part of overall project. Major Accountabilities: Maintain preparedness for immediate mobilization while on-call. Produces quality samples and sampling techniques from which sound scientific data can be drawn into relevant and pertinent evaluation reports to the client's satisfaction. Provides completed projects including draft and final reports within the established budget and schedule. Provides accurate identification of specimens and/or sound ecological assessment and evaluations. Experience in providing safety oversight for environmental projects is required. Experience in hazardous waste operations. Basic 40 Hour HAZWOPER Training required. Must be certified in Red Cross First Aid, CPR, and Blood borne Pathogens (BBP). Qualifications: BS in Science or Engineering; 3-5 years oil and hazardous materials emergency response experience. Skills Required: Ability to lead oil and hazardous materials emergency response projects; Data Management, training in and use of the scientific method, some personnel supervision, various exposure to technical and scientific procedures, Decision making, people skills for client contact and personnel management, great ability to be flexible and adaptable. Microsoft Office. Preferred Skills: Field instrumentation.  Proficient in the use of air monitoring and sampling equipment.  Abilities include calibration, implementation in field, and interpretation of results. Familiarity with the Incident Command System (ICS) 100-800. 40-Hour HAZWOPER Willingness to participate in Emergency Response On Call Program Expertise with operation and calibration/maintenance of monitoring and sampling equipment typically used in response and hazardous waste site assessment work. Ability to secure a CMV endorsement for driving a response vehicle. Data management skills: working knowledge of EPA/ERT’s Viper, Scribe and RCMS helpful; competency in data handling in MS Access and Excel helpful. DESCRIPTION The Environmental Planning Division is responsible for creating and managing programs related to environmental planning, compliance and enhancement.  Guided by our award-winning Green Port Policy, the Division is dedicated to reducing harmful air emissions from port-related operations, improving water quality in the harbor, protecting marine wildlife and implementing environmentally sustainable practices throughout the Port.  The Division is comprised of five sections:  Air Quality Water Quality Remediation Sustainability CEQA/NEPA . POSITION PROFILE This position will report directly to the to the Managing Director of the Environmental Affairs and Planning Bureau. The Director is responsible for leading, managing, and overseeing technical staff and conducting programs related to environmental compliance and enhancement.  Click here  for the full position description. EXAMPLES OF DUTIES Provides direct and indirect supervision of all environmental planning staff, establishing goals and objectives, measuring performance, and ensuring that an effective, customer-oriented service level is attained. Oversees the implementation of the Port's Green Port Policy; ensures updates on an annual basis. Oversees the production of environmental documents pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Ensures Port compliance with all environmental laws, regulations and permit requirements. Supervises studies and investigations pertaining to the impact of proposed development projects on the environment. Develops technical policies and programs for compliance with wildlife, air quality, water quality, soil/sediment regulations. Represents the Harbor Department at public workshops and hearings before Federal and State regulatory and resource agencies, including but not limited to the USEPA, the US Army Corps of Engineers, the California Coastal Commission, the South Coast Air Quality Management District (SCAQMD), the California Air Resources Board (CARB), the State and Regional Water Quality Control Boards, the Department of Toxic Substances Control, the California Department of Fish and Game, and the US Fish and Wildlife Service. Oversees the issuance of Harbor Development Permit and the acquisition of environmental permits for Port operations and future development projects. Researches current local, state, and federal environmental legislative issues and provides recommendations to senior management and the Board of Harbor Commissioners. Provides extensive training and staff development on project management, problem resolution techniques, environmental policy education and project implementation strategies. Serves as Port's public forum representative on Maritime Industry Committees, on regional task forces, work groups, public hearings; presents the Port's perspective to the media for various environmental issues. Oversees the day-to-day implementation of the Clean Air Action Plan (CAAP) and the Water Resources Action Plan (WRAP), as well as annual reporting, updates and revisions. Trains and mentors staff; provides leadership guidance and support with respect to career development. Develops and monitors the Division's annual budget. Performs other duties as assigned. A Master's Degree in above disciplines is not required but is desirable. Experience : A minimum of ten years of increasingly responsible environmental affairs experience in public or private sector, including managing/supervising multi-disciplinary projects with extensive environmental exposures, preferably in a Port related environment is required. Port or coastal environmental experience desired. Strong leadership background, with experience as a number one or number two management professional in a complex, similarly situated organization with similar challenges and structure is expected. Work experience in the goods movement industry highly preferred; preference given to experience in other port environments. A history of managing and successfully working with people from diverse backgrounds and areas of technical expertise is required. Must have a history of effective partnerships and problem-solving. Regularly instructs and direct helpers by assigning, reviewing, and checking work.  This position receives regular review by supervisor.  ESSENTIAL RESPONSIBILITIES INCLUDE, AND ARE NOT LIMITED TO: Reviews special waste applications and analytical reports to confirm compliance with landfill acceptance criteria. Prepares and submits necessary reports and information to local governments/agencies. Conducts compliance inspections of facilities and operations and brings issues to management as needed. Maintains compliance management database (ROCT) and ensures that compliance binders and required documents on site are complete and up to date. Communicates verbally and in writing with regulators and accompanies them during inspections. Maintains facility records as needed to ensure compliance with permits and regulations.  Samples water, soil, air, compost, and hazardous waste material, etc.  for laboratory analysis using appropriate  equipment and regulatory procedures Assists with compliance and permitting activities of the Corporate Environment and Planning Department including the preparation of correspondence,  reports, and applications, scheduling and attending meetings, setting up and maintaining files, researching contract service providers/consultants and other activities as directed. Prepares manifests for hazardous waste disposal shipments and submits Hazardous Waste Disposal Fees, Hazardous Waste Generator Fees, EPA ID Questionnaires, and Manifest Fee Returns.   Evaluates incoming materials for acceptability consistent with Company waste acceptance guidelines. Represents the Company to regulatory agencies and the general public as needed.  Answers inquiries by correspondence, telephone, and in person. Assists with design and presentation of environmental, permitting, and compliance related training. Assists in the development of testing protocols, such as odor control, waste characterization testing, etc. and participates in testing as required. Travels to multiple locations for on-site visits. QUALIFICATIONS  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is: Education and Experience High school diploma or GED required. Bachelor's degree preferred. One year of experience in compliance and/or permitting areas preferred.  Experience with solid and/or hazardous waste preferred.  Valid Driver’s License.
