Qualifications:

Advanced degree in natural resources science, public policy, conservation biology, law, wildlife management or related discipline.
Experience:
10+ years of progressively responsible, substantive experience with resource policy and with a working knowledge of water and land use planning, state and federal environmental law and regulation, and conservation biology.
Strong management, planning, and administrative skills, including 2+ years of non-profit management/supervisory experience.
Experience developing, implementing, and managing state legislative advocacy and advocacy conservation campaigns.
Other relevant experience with public policy, grassroots organizing, communications, editing, and/or development and grant writing experience.

Description/Special Instructions
Under direction from the Waste and Recycling Manager, performs specialized work in coordinating City-wide solid waste planning, promoting, and implementing solid waste reduction, recycling, composting, sustainability, and public education activities; develops and monitors a variety of informational activities to promote public awareness and community involvement in waste reduction and recycling efforts; implements the City's residential and/or commercial solid waste collection and waste diversion programs by administering exclusive and non-exclusive franchise agreements; and performs a variety of administrative and technical tasks in support of assigned area of responsibility.
Representative Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
1. Develops, coordinates, and updates the City's waste reduction, recycling, composting, and public education programs; ensures that programs identified in the City's Source Reduction and Recycling Element are implemented. 2. Responds to residential and/or commercial inquiries and issues arising from waste program services offered to residential and/or commercial accounts regarding waste, reduction, and hazardous materials, greenhouse gases, conservation of resources, and green movement. 3. Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures. 4. Coordinates residential outreach events including community events, school events, and appropriate curriculum materials for presentation to schools, community groups, and neighborhood groups. 5. Promotes and coordinates specific activities within the integrated waste program; prepares outreach pieces regarding waste, recycling, composting, energy conservation, environmental protection, green innovations and hazardous materials including utility bill inserts, newsletters, flyers, pamphlets, and brochures. 6. Administers exclusive and non-exclusive franchise agreements; ensures that contracted company is carrying out the objectives as described in the franchise agreement; meets regularly with contract companies to ensure alignment of the City's objectives; audits drivers on their routes to ensure services and measure greenhouse gas impacts. 7. Assists in applying for and overseeing assigned grants including Used Oil Payment Plan, EECBG, various energy grants, program promoting a green economy and various recycling grants; assists in overseeing expenditures and budgeting and closing out grants annually. 8. Oversees assigned contracts from creation to implementation including disseminating information into contract templates, gaining approval from appropriate sources, and overseeing final review. 9. Writes staff reports, resolutions, contract exhibits, award applications and other various written materials as assigned. 10. Contacts the Elk Grove School District and works directly with school personnel to set up an educational program for both the students and facility; coordinates the implementation of the collection of recyclable materials and the implementation of composting programs from individual schools; monitors the success and recycled tonnage from the schools after program implementation and develop projects that promote a global green economy focused on reducing greenhouse gases. 11. Acts as back-up and oversees the Battery Technician's collection process for the City's battery collection and fluorescent tube drop off program; as needed, empties containers and sorts batteries for weekly delivery to HHW locations for proper disposal. 12. Manages a Citywide annual Earth Week activity which involves the Elk Grove Regional School District, City businesses the Cosumnes Community Services District and local media. 13. Oversees the disposal process of abandoned waste within the City by communicating with the appropriate entity for removal. 14. Monitors the contents and disposal process of the hazardous waste storage shed housed at the Corporation Yard which contains abandoned hazardous waste found in the City. 15. Determines eligibility for Service Interruptions and Garbage Exemptions applied for by residents including residents who are taking an extended vacation, uninhabitable homes, foreclosed homes, or for residents that wish to self- haul; notifies residents through written communication whether they qualify or not. Processes and manages applications..16. Works closely with Code Enforcement to identify vacant and non-compliant homes with regard to waste and recycling practices in accordance with the City's Municipal Code. 17. Coordinates trash needs for annual community events including ordering the appropriate number of trash and recycle bins for each event; coordinates the placement and pick-up of containers. 18. Expands the division website to include a wide range of integrated waste topics, with special focus on the reuse and recycle programs taking place in Elk Grove and energy conservation; updates website as necessary. 19. Conducts solid waste audits for residential and/or commercial customers as necessary; trains individuals on proper disposal practices. 20. Compiles and analyzes financial, statistical, and other data relating to City-sponsored and other waste collection, reduction and recycling programs; evaluates and monitors source reduction and recycling activities; makes recommendations for improvements and modifications; prepares reports on activities. 21. Monitors residential budget expenditures and works with Integrated Waste Program Manager to determine annual costs; processes payments to consultants and vendors; orders supplies, promotional items and products, as needed. 22. Assists with the management of the City's community garden to coordinate annual composting workshops. 23. Reviews current developments, trends, and practices in the field of source reduction, recycling, composting, and public information; incorporates new developments as appropriate. 24. May manages interns in the area of residential recycling programs. 25. Performs related duties as required.

Promotes and coordinates specific activities within the integrated waste program; prepares outreach pieces regarding waste, recycling, composting, energy conservation, environmental protection, green innovations and hazardous materials including utility bill inserts, newsletters, flyers, pamphlets, and brochures. 6. Administers exclusive and non-exclusive franchise agreements; ensures that contracted company is carrying out the objectives as described in the franchise agreement; meets regularly with contract companies to ensure alignment of the City's objectives; audits drivers on their routes to ensure services and measure greenhouse gas impacts. 7. Assists in applying for and overseeing assigned grants including Used Oil Payment Plan, EECBG, various energy grants, program promoting a green economy and various recycling grants; assists in overseeing expenditures and budgeting and closing out grants annually. 8. Oversees assigned contracts from creation to implementation including disseminating information into contract templates, gaining approval from appropriate sources, and overseeing final review. 9. Writes staff reports, resolutions, contract exhibits, award applications and other various written materials as assigned. 10. Contacts the Elk Grove School District and works directly with school personnel to set up an educational program for both the students and facility; coordinates the implementation of the collection of recyclable materials and the implementation of composting programs from individual schools; monitors the success and recycled tonnage from the schools after program implementation and develop projects that promote a global green economy focused on reducing greenhouse gases. 11. Acts as back-up and oversees the Battery Technician's collection process for the City's battery collection and fluorescent tube drop off program; as needed, empties containers and sorts batteries for weekly delivery to HHW locations for proper disposal. 12. Manages a Citywide annual Earth Week activity which involves the Elk Grove Regional School District, City businesses the Cosumnes Community Services District and local media. 13. Oversees the disposal process of abandoned waste within the City by communicating with the appropriate entity for removal. 14. Monitors the contents and disposal process of the hazardous waste storage shed housed at the Corporation Yard which contains abandoned hazardous waste found in the City. 15. Determines eligibility for Service Interruptions and Garbage Exemptions applied for by residents including residents who are taking an extended vacation, uninhabitable homes, foreclosed homes, or for residents that wish to self- haul; notifies residents through written communication whether they qualify or not. Processes and manages applications..16. Works closely with Code Enforcement to identify vacant and non-compliant homes with regard to waste and recycling practices in accordance with the City's Municipal Code. 17. Coordinates trash needs for annual community events including ordering the appropriate number of trash and recycle bins for each event; coordinates the placement and pick-up of containers. 18. The Restoration Project Specialist is responsible for leading Save The Bay’s community-based restoration programs for youth and adult volunteers. Save The Bay’s restoration team works to re-establish crucial transition zone habitat along coastal marshes around the S.F. Bay. The Restoration Project Specialist role is both educator and project implementer in the field. This position works as an outdoor educator to teach students the history and ecology of the Bay, as well as cultivate youth stewardship. The Project Specialist also manages large volunteer groups on projects such as invasive species removal, native plant propagation and outplanting, and shoreline cleanups. In addition, the Project Specialist assists the restoration team with project planning, scientific monitoring, and additional field and office tasks. This position reports to the Restoration Program Manager.
Responsibilities:
Lead Community-based Restoration field programs for elementary, middle and high school students, corporate and community groups, and volunteers from the general public (average 4 days a week)
Manage habitat restoration activities such as invasive plant removal, native plant propagation and outplanting, and shoreline cleanups

The Restoration Project Specialist is responsible for leading Save The Bay’s community-based restoration programs for youth and adult volunteers. Save The Bay’s restoration team works to re-establish crucial transition zone habitat along coastal marshes around the S.F. Bay. The Restoration Project Specialist role is both educator and project implementer in the field. This position works as an outdoor educator to teach students the history and ecology of the Bay, as well as cultivate youth stewardship. Responsibilities:
