Description CITY OF NORFOLK: Department of Public Works is currently seeking an Education Manager (KNB Manager). This position functions as the manager over the Keep Norfolk Beautiful program, a Keep America Beautiful affiliate. Under the priority of environmental sustainability, Norfolk is proactively enhancing and expanding its education and outreach programs associated with beautification, litter prevention and solid waste diversion. This position will manage and evaluate the outreach programs, increase participation in current recycling services, and make innovative recommendations for program enhancements. This is accomplished through a variety of administrative, public relations and volunteer management activities. The Department of Public Works builds, maintains and operates the physical facilities that support and enhance the lives of Norfolk's citizens, businesses and visitors, including the City's Street Network, Storm Water System, Waste Management, and Recycling. Essential Functions Departmental Hiring Salary Range: $ 52,020 - $59,823 Essential Functions: Manages environmental beautification, recycling, and litter prevention education and outreach programs and services. Assists with the management of various contracts including the curbside recycling, the office recycling, and the household hazardous waste contracts. Develops and implements strategic plans to promote litter prevention, beautification, and waste reduction and recycling. Coordinates closely with citizens, special interest groups, other government agencies and City staff, including executive and management teams. Acts as City liaison to various committees by attending meetings and serving on various councils. Represents the City at various meetings, forums, workshops, and committees. Manages KNB's social media presence on multiple platforms. Conducts and develops ongoing community outreach efforts designed to increase community understanding and support of Keep Norfolk Beautiful volunteer programs, projects and opportunities. Oversees the KNB public information and outreach program to include public awareness, education and special events. Represents Norfolk and KNB on radio, TV, and other media. Serves as primary contact and liaison for all information regarding Keep Norfolk Beautiful activities. Conducts presentations and/or environmental training sessions for various groups including City employees, civic leagues, special interest groups, students, etc. Oversees key volunteer engagement programs including Adopt-A-Spot, Great American Cleanup, Clean the Bay Day, International Coastal Cleanup, etc. Assists with recruiting volunteers. Arranges for orientation/training of volunteers for KNB projects. Schedules and oversees volunteers working on KNB projects. Maintains volunteer database and tracks volunteer hours. Hires and manages administrative and program staff. Manages Keep Norfolk Beautiful budget and expenditures. Continually seeks additional funding through grant research, application & administration. Requires the ability to develop and monitor internal policies and procedures. Education/Experience Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Academic courses or areas of concentration preferred to perform the required job duties: Environmental science, Environmental Engineering, Biology, Geology, Natural Science, Public Administration, Business Administration, Public Relations, Education, or related field. Preferred License(s) and/or Certification(s): Must possess a valid Driver's License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.
