The Position The City of Portland and the Bureau of Planning and Sustainability are seeking a Communications Manager to join the team. The Communications Manager organizes and directs all communications planning, marketing, materials production and media relations activities for the Bureau of Planning and Sustainability (BPS) with discretion and awareness of intergovernmental and community issues. Under close alignment with the BPS Equity and Community Engagement teams, the Communications Manager serves as the top public information professional; manages media relations; and oversees a staff of six strategic communications, public affairs and design professionals to carry out bureau-wide public information programs. ROLES & RESPONSIBILITIES: The Communications Manager is a motivating leader and manager to meet the unique communications and collateral needs of BPS' projects and programs. They partner with program managers, creative and community engagement staff from initial brainstorming of concepts, to planning and implementing campaigns that drive engagement and action. The Communications Manager meets regularly with BPS Leadership and Management teams, as well as other City bureaus, to influence strategy and make decisions about messaging, and coordinate communications across the City. They serve as a bureau spokesperson for media inquiries, to community partners and when presenting to City Council with tact, diplomacy and discretion. The Communications Manager works with the bureau's Equity Team to develop an equity lens and strategy for communications. The Communications Manager sets context, goals, purpose, and direction for the entire team, fostering an inclusive, communicative, and collaborative work environment, including leading daily and weekly project meetings. This position brings structure and process to a fluid environment, managing tight timelines, competing priorities and multiple stakeholders. They oversee and help resolve project concerns in the day-to-day production of all of BPS' printed and digital brand marketing/communication materials including website, reports, presentations, brochures, banners, flyers, program guides, and presentation materials. The Communications Manager leads an integrated team of designers and writers in creative sessions to generate ideas and help them use their talents effectively. They manage internal client communications including project expectations, negotiations and feedback. The Communications Manager works with various staff to conceive and implement concepts, guidelines and strategies in various creative projects, delegate projects among team members, and suggest improvements to ensure products and services adhere to bureau guidelines and the established specifications of the project. They stay abreast of the latest techniques and tools used in social media, design, and marketing -- ensuring team members have adequate resources and training. THE IDEAL CANDIDATE possesses strong strategic vision and focus and accomplished communications and marketing skills to lead campaign development and content production through the entire project life-cycle: onboarding, planning, delivery, maintenance and measurement. They are a seasoned communications professional who works collaboratively with writers, editors, designers, web developers, and social media. To Qualify Applicants must specifically address and demonstrate in their cover letter and résumé how their education, training and/or experience, meets each of the following minimum qualifications: Knowledge and experience applying the practices of communication programming management including development, implementation and measurement. Experience and skill critically thinking and problem-solving, and making recommendations on complex community and intergovernmental relations, community relations, media relations, community outreach, and public affairs issues and strategies. Experience communicating effectively, both verbally and in writing (correspondence, reports, studies and other written materials) including presenting information clearly, concisely and persuasively to the media and in public settings. Experience developing relationships with internal and external stakeholders, including collaborating with communities of color and people traditionally underrepresented in local decision-making and facilitating inclusive participation in programs and activities. Knowledge and experience developing and implementing culturally conscious and competent communications and outreach with an equity lens. Experience or knowledge supervising a multicultural workforce, promoting an equitable workplace environment, and applying equitable program practices to diverse and complex City services.
