Job Description

OPPORTUNITY 

Facilitating the full cycle of knowledge management, this opportunity will work with USAID staff and its partners to generate, capture, share, and apply critical knowledge and learning related USAID’s environmental compliance and social safeguards work at the Agency.

PURPOSE & NEED  

Our clients are working to strengthen development outcomes by implementing USAID’s environmental safeguards and climate risk management responsively and efficiently; preventing of unanticipated adverse effects of USAID-funded actions on vital ecosystems, environmental resources, climate resilience, and human health and livelihoods.  Facilitating knowledge capture, exchange, and learning around these safeguards is critical to implementing them effectively. You will manage various knowledge and communication activities across this global contract with multiple USAID clients. You will be the client’s and implementation team’s trusted advisor on best practices in knowledge management and communications. You will contribute to scoping and lead production across task orders with the support of the team members and the Deputy Program Manager. Your ability to facilitate engaging meetings and develop trusting relationships with 30+ stakeholders will increase buy-in and usability of KM, communications, and learning products. You will bring a creative perspective to your work with a high-performing team of technical specialists to express complex material in accessible formats. As the Knowledge Management Specialist, you will help ensure USAID maximizes its development goals, supports its partners and beneficiaries, and safeguards the environment and the communities it seeks to serve.

Our remote staff and consultants are based in multiple states within the United States, and across five continents.  

OBJECTIVES AND DELIVERABLES  

The following provides some near-term objectives and deliverables related to this position.  

First 3 Months  

  • Lead a refresh of the monthly newsletter to grow audience engagement and learning.   
  • Publish the monthly newsletter. 
  • Conduct a mini-internal knowledge management assessment to make recommendations on platforms and processes information management, collaboration, and knowledge sharing. 
  • Support on boarding Environmental and Social Safeguarding Support (ES3) Associate. 
  • Support recruitment and technical supervision of any needed internal short term technical assistance or consultants. 

First 6 Months  

  •  Develop stakeholder profiles to design/adapt knowledge products, such as safeguard/ESIA “spotlight” series for best practice field examples. 
  • Take stock of communication and knowledge products for environmental compliance and social safeguards across USAID platforms (external) and make recommendations for updating or curating content regularly. 
  • Support scoping Mission and Bureau Task Orders with knowledge management or communication tasks. 
  • Assume management responsibilities of ES3 Associate once onboarded to 50% or more time to the contract. 
  • Support recruitment and technical supervision of any needed internal short term technical assistance or consultants. 

First 12 Months  

  • Work with consortium partners to update, revise, maintain databases and sites to coordinate KM best practices across bodies of work. 
  • Develop and facilitate learning agendas for cross sectoral communities of practice. 
  • Implement knowledge management and communication activities across Task Orders. 
  • Support recruitment and technical supervision of any needed internal short term technical assistance or consultants. 

OTHER ONGOING RESPONSIBILITIES 

Expert Technical Service 

  • Provides expert technical assistance to meet client vision & EI quality standards.   
  • Appropriately and efficiently engages staff, other experts, and partners (including EI Service Lines) in creating client products.  
  • Shares insights, key products, and learning beyond the production team (both inside & beyond EI).  

Client Stewardship 

  • Effectively gains trust by meeting client communication style, consistently and independently delivering quality service, anticipating needs, and solving problems.   
  • Identifies and contributes to recruiting talented staff, partners, and subcontractors to deliver work to meet the clients' vision.   
  • Acts as a backstop to the Deputy Program Manager in all aspects of delivering client vision.   
  • Models EI culture, principles, and values in stewarding the client relationship.   

 Team Management 

  • Develops and implements work plans, budget, and staffing plans aligned to client vision and EI quality standards.   
  • Oversees efficient work processes, including scoping/production/review, and coordinates efficiently with other teams (consortium and EI).   
  • Cultivates the performance and career progression of individuals on the team.   
  • Models EI culture, principles and values in empowering teams and individuals to succeed. 

BASE STATION AND COVID-19 POLICY 

The position will be based in Washington, DC. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office approximately two days per week.  

Proof of full vaccination against Covid-19 or legally authorized exemption is required for all Environmental Incentives employees working in the United States, regardless of office location or remote work. Selected candidates will be required to provide proof of full vaccination before beginning employment with Environmental Incentives. Full vaccination is defined as 2 weeks after the final dose of the requisite vaccination.  

COMPENSATION AND BENEFITS 

The starting salaryrangefor this positionis$108,000-$120,000 per year. Environmental Incentives also offers acompetitivebenefitspackagethat includes:

QUALIFICATIONS 

Minimum Qualifications 

  • Bachelor's degree and 7 years of relevant experience; Master’s degree and 5+ years relevant experience or equivalent combination of education and experience  
  • Demonstrated experience helping clients solve problems and achieve their vision.  
  • Experience managing client relationships, teams, and portfolios of work, including managing work processes, budgets, and staff.  
  • Experience managing product development across multiple staff, including technical staff, and demonstrable successful experience managing teams effectively, with strong interpersonal skills.  
  • Experience in communications and knowledge management.  

Preferred Qualifications 

  • Experience identifying talented staff at all levels to contribute to the work of a team, including through recruiting, onboarding, and team facilitation.  
  • Experience sharing lessons learned and insights by developing communications products tailored to diverse audiences.  
  • Experience working with environmental compliance e.g., USAID Regulation 216, Tropical and Biodiversity Assessments FAAR 118/119, Climate Risk Assessments.  
  • Professional proficiency in Spanish, French, or Portuguese is a plus.  
  • Experience and strong understanding of current issues related to international development; knowledge management, social safeguards – gender, inclusion, Indigenous Peoples, systems thinking, and environmental assessments.

  • Ability to conduct all aspects of this position in English.
  • Outstanding written and verbal communication skills.

  • Demonstrated ability to use creativity and good judgment as a project manager.

  • Demonstrated ability to collaborate and effectively communicate with multi-cultural and interdisciplinary teams.  
  • Willingness to travel up to 10-15% of time based on client need.   
  • Ability to attend conference calls and virtual meetings with international staff outside of regular business hours approximately 3-6 times per month.

  • Legally authorized to work in the United States with no restrictions.
