Job Description

DEA’s California Region is currently hiring for an experienced Environmental Planning and Compliance Client Team Leader / Group Leader in our Water and Environment Business Unit (WEBU).  DEA’s Environmental Planning practice continues to grow in technical expertise, and we are looking for someone who can market these skills to current and potential clients, manage our existing technical staff and help grow our practice in the region.  Specific areas of expertise may include:

  • Compliance with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA)
  • Compliance with the requirements of other common environmental laws, regulations and permit requirements, including: Clean Water Act; state and federal endangered species acts; air quality regulations and Climate change assessments, policy and planning
  • Cultural and historic resource analysis and compliance with local, state and federal laws and regulations, including AB 52, SHPO and Section 106 requirements
  • General understanding of Land Use Planning policies and requirements in the state of California

The primary focus for this position will be to grow our Environmental Planning and Compliance Practice in the California Region.  The responsibilities for this role will be diverse and will include participating in both Business Development activities and Operational Management. Potential office locations include: Tustin, Los Angeles, Ontario, Santa Clarita, Victorville, Temecula and San Diego.  The position will report directly to DEA’s California Water and Environment Market Leader and will coordinate with the WEBU Environmental Planning and Compliance Practice Leader and other service lines and business units.

Client Team Leader responsibilities include but are not limited to the following:

  • Responsible for the full relationship and overall client experience of clients in the Environmental Planning and Compliance market
  • Develop significant new business, lead client teams and cross-business unit selling, assess client technology trends, and perform client sales forecasting
  • Manage the overall client experience and build, maintain, and deepen the client relationships
  • Monitor project manager performance on their client’s projects
  • Conduct client experience surveys
  • Coach project managers on client expectations and provide feedback on project manager and delivery team performance, including removing underperforming project managers or staff
  • Engage in project recovery and supports collections as needed
  • Coordinate with the Market Leader to identify and pursue Environmental Planning and Compliance-specific project opportunities
  • Make go/ no-go decisions and determine pursuit staffing and teaming partners
  • Responsible for client profitability, favorable contract terms, revenue forecasting, and the client sales result

Group Leader responsibilities include but are not limited to the following:

  • Provide leadership and guidance to project teams and staff
  • Supervise delivery of technical work by the California Environmental Planning and Compliance team per DEA’s Quality Management requirements
  • Ensure project managers have the technical resources needed to deliver projects successfully
  • Accountable for performance management for group members and applicable administration approvals such as time off, timecards, expense reports, and training
  • Attract, develop, and retain key talent; set expectations and manage performance
  • Serve as a pursuit champion and project manager as appropriate for Environmental Planning and Compliance projects
  • Ensure excellence in project execution for on-time, on-budget deliverables of a quality that meet or exceed the industry’s standard of care
  • Review engineering documents and deliverables for compliance with contractual requirements
  • Work with the Practice and Market Leaders to ensure office resources are available to complete existing project work as well as work committed to in proposals
  • Partner with staff to support employee development and career growth opportunities for project delivery staff
  • Work with the WEBU Market and Practice Leaders, as well as other Group Leaders, to ensure that Business Unit metrics and DEA’s stated key results are met, including, but not limited to: sales, backlog, growth, utilization, accounts receivable, employee satisfaction, team satisfaction, client satisfaction, profit, at-work revenue factor, operating income, and days sales outstanding
  • Adhere to firmwide tools, processes, and policies including project accounting (set up, budgeting, etc.), contracting, and quality requirements

Basic Qualifications

  • BA or BS in Environmental Studies, Biology or Cultural Resources with emphasis on environmental planning assessments and documentation under CEQA and NEPA
  • Strong written and verbal communication skills
  • 15+ years of experience in the delivery of environmental planning and compliance projects 
  • 5+ years in a business development role with clients in the California market
  • Strong proficiency in standard software packages, including GIS, Word, PowerPoint and Excel

Preferred Qualifications

  • 20+ years of experience
  • Certified Environmental Professional (CEP) or American institute of Certified Planners (AICP) certification preferred
  • Experience working with local clients, including special purpose agencies and municipalities
  • Strong working relationships with local, state and federal regulatory agencies
  • Experience leading complex environmental planning projects
  • Experience with California Water Code, Division of Drinking Water requirements, Regional Water Quality Discharge requirements and other relevant regulations
