Valley Water, one of the largest water districts in the state of California, is looking for a Deputy Operating Officer (DOO) of the Watersheds Operations and Maintenance Division. This position will oversee 100 staff, an annual budget of $50 million, and a division that includes the following business units: Watersheds Field Operations, Vegetation Field Operations, Operations & Maintenance Environmental Support, and Operations & Maintenance Engineering Support. The ideal candidate should have a background in environmental studies, biology, engineering, construction management, or a similar field, with the ability to understand the engineering, environmental and technical details of the division’s operations. This position works closely with other departments/divisions across the organization and the public. The ideal candidate will be effective at working with regulatory agencies to navigate the various necessary permitting processes, be an excellent communicator and effectively build consensus, while being a decisive, collaborative, thoughtful and developmental leader. THE DIVISION/THE JOB
The Deputy Operating Officer (DOO) of Watersheds Operations and Maintenance reports to the Chief Operating Officer of Watersheds and oversees 6 direct and 100 indirect staff and an annual budget of $50 million. This position works closely with other departments/divisions across the organization, environmental permitting agencies, and the public. The DOO ensures continued operation and maintenance of critical flood protection projects, provides complex management and technical advice to the executive leadership team, builds credibility with staff, listens to concerns, and interacts regularly with the Board of Directors. THE IDEAL CANDIDATE
The ideal candidate will be a collaborative and solutions-oriented team builder with the ability to work across silos and communicate at all levels of the organization, from field crews to engineering staff, to the Board of Directors. The ideal candidate will come with a good dose of common sense and negotiation skills to effectively work with environmental regulation agencies and have the political savvy to successfully manage public relations. The incoming candidate could have a background in environmental studies, operations and maintenance, geology/geomorphology, construction (with an environmental focus), biology, civil engineering, or a similar field with the ability to understand the engineering and technical details of the division’s operations. This candidate will lead with the bigger overall picture in mind and will communicate across all areas of the organization (maintenance staff, engineers, biologists, planners, Water Utility staff, etc.) and have a diverse enough background to bring people together.
