DESCRIPTION: Under general supervision of a Research Scientist 1 or other supervisory official in a state department, institution, or agency, conducts research projects or participates in functional programs in a specified professional field; assumes appropriate administrative and scientific duties as delegated; heads complex projects and makes recommendations to the supervisor; does related work.
SPECIFIC TO THE POSITION: This Office leads the State’s efforts to reduce greenhouse gas and black carbon emissions from the transportation sector, as required by the Energy Master Plan, the Global Warming Response Act and the 80x50 Report. This includes developing and implementing aggressive electrification plans for passenger cars as well as heavy weight trucks and buses, in coordination with Board of Public Utilities, Economic Development Authority, Treasury, and others. Disbursing over $100 million in grant funds for transportation electrification and developing comprehensive regulations to further address emissions from trucks and port equipment. Examples of tasks include: Research fleet forecasts, market adoption trends, barriers to growth, and the evolution of technology to coordinate, develop and implement a glide path to achieve the light duty, medium duty and heavy duty zero carbon goals outlined in the EV Law and the 80x50 report. Integrate renewable energy pathways such as solar and vehicle to grid where feasible. In conjunction with California, NESCAUM and other states in the northeast, develop action plan to implement the (https://www.nescaum.org/documents/multistate-truck-zev-governors-mou-20200714.pdf/.) Coordinate with EDA, BPU and others to develop and implement financial (e.g., RGGI) and non-financial incentive programs that catalyze clean, equitable transportation by strategically deploying electric medium and heavy-duty vehicles, particularly in overburdened communities.
PREFERRED SKILL SETS: At least 4 years of experience in a relevant field or fields such as climate and clean transportation policy, electric vehicle supply equipment sector, electric vehicle sector, environmental advocacy, environmental justice, electric vehicle research/analysis, clean technology market development, etc. Detailed technical knowledge of electric vehicles and electric vehicle charging standards, hardware and software. Knowledge of basic electronics, power systems, and batteries. Experience in leading projects and programs, including strategy, planning, project management. Ability to conduct in depth research of scientific literature, market studies, and business trends and develop summaries and recommendations. Excellent writing, editing, and verbal communications skills. A writing sample will be required as part of the interview process. Ability to analyze data to develop projections, models, and analyze various scenarios. This includes strong knowledge of databases and spreadsheets such as Microsoft Access, Microsoft Excel, etc. Ability to display results in various charts, graphs and figures. GIS skills. Experience with Federal mobile source emission models, such as MOVES, GREET, and AFLEET.
EDUCATION: Graduation from an accredited college or university with a Master's degree in a discipline appropriate to the position.
