Job Description

Under general direction of the Environmental Sustainability Director, plans, organizes, oversees, coordinates and reviews the work of staff performing difficult and complex professional, technical and office support related to all programs and activities of the  Environmental Sustainability Department; manages the implementation of the City’s Integrated Wastewater Management Program and Clean Water Program; produces and maintains records as required by the Building Official; provides professional assistance to the Environmental Sustainability Director, the City Council, and others in areas of expertise; oversees, reviews and performs a variety of studies and prepares and presents staff reports; acts as the City’s Deputy Building Official; and performs related work as required. 

Ideal Candidate

The Environmental Sustainability Manager/Deputy Building Official:

    • Will have ability to conduct complex compliance inspections in all disciplines, including conventional and advanced Onsite Wastewater Systems (OWTS); building inspections, and perform grading inspections.
    • Is able to communicate to a broad audience, including briefings to the City Manager, presentations to the City Council, boards and commissions, and to engage with all developers, contractors, property owners, community groups, citizens, governmental agencies, educational and regulatory organizations, as well as with his or her own department and other managers.
    • Has strong, demonstrated management skills and abilities to plan, direct, coordinate, and review the work plan for the department; identify and resolve problems, assign work activities, projects and programs; monitor workflow; and review and evaluate work products, methods and procedures.
    • Is knowledgeable of construction, electrical, plumbing, mechanical, framing, and associated trades; and applicable federal, state and local laws, codes and regulations.
    • Has excellent outward-facing and inward-facing communication and presentation skills, and writes precisely, understanding the importance of his or her role.
    • Will be capable of organizing and overseeing day-to-day environmental and building safety activities, clean water activities, wastewater activities and will be responsible for providing professional-level support to the Environmental Sustainability Director/Building Official in a variety of areas. Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work with that of other City departments and public agencies.

Minimum Qualifications Required

Equivalent to graduation from an accredited four-year college or university with major coursework in building trades, construction management, community development, business or public administration or a related field and five (5) years of responsible professional experience in building trade and field inspection, including supervision. Additional experience as outlined above may be substituted for the required experience on a year-for-year basis, up to a maximum of two years.

License: Must possess and maintain a valid California Class C Driver license and have a satisfactory driving record. Must also

possess certification as a Building Inspector and one other related trade through ICBO or ICC and/or certification as a Combination Inspector by  ICBO or ICC. Licensed registered engineer is highly desirable.
