Job Description

Job Summary

Position has responsibility for environmental compliance, permitting and oversight of Dominion Energy facilities working under direction of Manager, Environmental Regulations.    Primary focus is waste compliance and permitting, but work may involve other environmental media and training as assigned.  

Technical complexity of work is medium to high.  

Primary Responsibilities

  • technical assistance to Dominion Energy business segment to support environmental compliance
  • support to facility Environmental Compliance Coordinators for day-to-day operations, waste determinations, disposition guidance, environmental inspections, and environmental audits
  • oversight and preparation of applications for new and modified environmental waste permits and for permit renewals
  • preparation, review, and maintenance of closure, post-closure, fugitive dust, and hazardous waste contingency plans
  • assist operations with waste inspections and identification of best management practices for waste management
  • evaluation of waste generation and determinations, including alternative material substitution and other waste minimization techniques
  • oversight, review, and submittal of chemical and waste related annual reports for multiple facilities
  • communication and coordination with regulatory agency representatives, represent Dominion Energy during regulatory inspections, and other regulatory meetings
  • classification and electronic filing of environmental compliance data and reports, applications, permits, financial assurance, and generation fees
  • interpretation of environmental permits and regulations to ensure that compliance dates and requirements are met
  • implementation of the waste vendor review and approval process
  • oversight, preparation, and delivery of environmental training, guidance, and work practices
  • oversight and analysis of environmental performance and compliance data for internal reports and planning,  development and maintenance of spreadsheets and database systems for same

Position is based in Richmond, Virginia.  Ability for overnight travel up to one week to support stations in Dominion Energy’s facilities footprint including is expected.  Target travel percentage is 10 to 20%, but may be as much as 25% in a particular quarter depending on business need.  License or ability to obtain a license to operate a motor vehicle is required.  Ability to work in both office setting and at industrial sites is required.  Ability to work outdoors in potential weather extremes (heat, cold) is required.

Required Knowledge, Skills, Abilities & Experience

5+ years of experience in waste management regulatory compliance and/or permitting with a bachelor's degree. A master's degree can be counted towards one year of experience. Experience with waste regulations is required.  Experience with the RCRA programs and state hazardous and solid waste related requirements a plus.  Regulatory agency experience or experience representing an organization with regulatory agencies is a plus.  Experience overseeing consultants and strong negotiation skills are a plus.  Demonstrated ability to effectively manage details, multiple tasks, and hard deadlines is essential. 

Excellent communication skills (written and oral) and ability to effectively work in team environment are essential.  Effective computer skills (MS Office) and ability to work with electronic record management systems are essential.  

Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications.

Education Requirements

Bachelor’s degree or higher in environmental engineering, environmental sciences, chemistry, biology, geology or a related discipline.
