Job Description

Primary Objective of Position

Provide management and supervision of the division to advance city's strategic efforts to implement the Climate Action Plan (CAP). Supervise staff, ensure program and policy development and delivery, data collection, communication and outreach are completed in a timely manner and in accordance with CAP. Assist with budgets, council and commission connections, manage contracts, lead and collaborate others in all related areas.

Essential Duties and Responsibilities

1. Provide direction and oversight for the environment and sustainability operations and CAP initiatives for the city.

  • Develop and execute a detailed work plan to implement strategies in alignment with CAP and other initiatives.
  • Oversee necessary environment and sustainability activities and assign staff as needed.
  • Coordinate activities and resources with other divisions and departments.
  • Apply practices and procedures to ensure program development and implementation to include methods for data tracking and collaboration with others as needed.
  • Prepare appropriate reports, correspondence, spreadsheets and analysis.
  • Prepare council reports and make presentations to council, commission and other groups as needed or required.
  • Assist and provide guidance to staff on all environment and sustainability and CAP activities, planning, program/policy development and implementation to develop and guide strategies for success to meet goals and objectives.
  • Research and evaluation on state-of-the-art building design, systems, and products and sharing of best practices.
  • Develop recommendations for financing programs/incentives for building performance improvements, energy code compliance efforts, and other regional and local greenhouse gas mitigation policies.
  • Support the research, funding and implementation of renewable energy projects.

2. Oversee division outreach, education, data and communication activities.

  • Manage robust outreach and education program for division initiatives and CAP.
  • Work with communications staff to provide regular and timely media information.
  • Oversee web content and provide written information for publications as needed.
  • Develop toolkits, resources and other documents to support and inform on CAP.
  • Develop and maintain data tracking systems for division as required and needed.
  • Assist and provide guidance to Environment & Sustainability Commission staff liaison with commission meetings, activities, planning and programs.
  • Develop pilot and/or demonstration projects in partnership with appropriate outside agencies and in collaboration with other city departments.

 3. Provide supervision and development to division staff.

  • Develop, encourage, and coordinate training and development programs for staff, and implement cross-training opportunities.
  • Hire and manage staff, interns and volunteers as necessary.
  • Perform annual performance evaluations of division staff.
  • Recognize good performance or pursue corrective action as necessary.

4. Oversee budget, contracts and recommendations for long-range financial planning for division.

  • Plan, develop, manage budget for city-wide CAP and related activities, and develop long-range financial plan.
  • Coordinate and process requisitions for needed materials and equipment and obtain bids and estimates on work to be contracted. 

5. Perform other duties as assigned.

  • Keep supervisor informed and make recommendations on critical issues.
  • Attend meetings, make presentations, and distribute information as needed.
  • Serve as a technical resource on sustainability, environment and resiliency initiatives.
  • Keep current on legislation affecting environment, sustainability and resiliency programs and projects, as well as analyze implications of new regulations and requirements.
  • Work on special projects or other duties as needed or assigned.
  • Attend evening meetings as needed.
  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in Environmental Science, Engineering, Public Administration or a field related to environmental issues/sustainability.
  • Five years' experience with successful management of environment and sustainability programs.
  • Ability to work cooperatively and creatively to carry out and support sustainability, resiliency, and environmental stewardship programs.
  • Ability to communicate effectively both orally and in writing with people from all cultures and backgrounds in order to achieve the city's strategic objectives for racial equity.
  • Ability to collaborate with others, with ability to work with divergent views on sustainability.
  • Experience in presenting information, education and programs/outcomes to council, boards, commissions or other public groups.
  • Ability to physically and mentally perform essential duties of the position, including conducting meetings, making presentations and connections with community members, businesses and others.
  • Ability to work evenings and weekends as needed.

Desired Qualifications

  • Supervisory experience.
  • Master's Degree in a related field.
  • Extensive experience with environment and sustainability programs and initiatives in government operations.
  • Grant and report writing experience that includes goals and measurable outcomes.
