The Environmental Manager has overall responsibility for a broad range of services within the Public Works and Development Department and the County overall. This position develops, implements, and manages County-wide environmental programs. It also performs environmental assessments and monitoring, oversees compliance programs, follows and enforces environmental policies and procedures, and conducts training and presentations on environmental requirements for employees, the public, and other groups.

Duties

Responsible for the day-to-day operation and performance of environmental programs within Public Works and Development Department and Arapahoe County. Key responsibilities include:

Municipal Separate Storm Sewer System (MS4) Permit and National Pollutant Discharge Elimination System (NPDES) Stormwater Permit
Applies for and is responsible for ensuring compliance with the County's Municipal Separate Storm Sewer System (MS4) permit.

Assists in the preparation and writing of the County's MS4 Permit.

Represents the County and serves as a liaison between the County and other agencies such as Southeast Metro Stormwater Authority, the Cherry Creek Stewardship Partners, the Colorado Stormwater Council, Cherry Creek Basin Water Quality Authority, and others.

Ensures that regulatory requirements applicable to the National Pollutant Discharge Elimination System (NPDES) stormwater permit requirements are being met.

Develops and maintains stormwater pollution prevention plans (SWPPPs) stormwater management plans (SWMPs) and facility runoff control plans (RCPs) for each of the County's locations.

Advises County staff and assists in matters pertaining to the Clean Water Act and other environmental programs as needed.

Organizes and participates in public outreach activities and presentations. Works with other departments as needed.

Prepares required documentation and maintains a record keeping system for regulatory compliance programs.

Prepares periodic reports as required by state and federal agencies.

Conducts investigations into complaints, as well as, possible permit and discharge violations.

Assesses compliance history of permitted facilities to determine appropriate enforcement options.

Recommends enforcement actions and develops supporting documentation. Prepares and issues violation notices and corrective correspondence. Provides testimony in legal proceedings as needed.

Maintains working knowledge of technologies developed by the industry and government regulators.

Assist County staff interpret and apply Federal, State and local regulations, including but not limited to MS4 Permitting, NPDES, CERCLA, RCRA, SWDA, TSCA, CAA, CWW, and NEPA regulations.

Assist Public Works and Development and Open Spaces staff in their use and compliance with pesticide applications and requirements of Federal Insecticide, Fungicide, and Rodenticide Act.

Environmental Oversight and Compliance
Oversees environmental compliance at County landfills and other sites and works directly with the County Attorney's Office regarding landfills.

Inspects and assists with spills and other infractions of environmental regulations.

Ensures that the County is in compliance with federal, state, and local environmental standards and regulations.

Coordinates with different Divisions within Public Works and Department on various environmental issues as they affect land use applications, oil and gas permits, engineering services, capital improvements, and maintenance activities.

Conducts comprehensive site evaluations at various locations and ongoing site monitoring to ensure compliance.

Advises County staff about the proper management, storage, and disposal of chemicals and hazardous materials.

Prepares periodic reports as required by state and federal agencies.

Ensures progress, compliance and operations for environmental investigations and remediation efforts at County-owned properties by visiting sites, ensuring staff and contractors adhere to deadlines and budget allocations, approving invoices and payments within parameters of capital and operating budgets.

Assists with organization and maintenance of the County environmental files, records, and reports with GIS.

Conducts appropriate research regarding federal, state, and local environmental agency requirements that involve the development of new facilities and property in order to determine applicability and permitting requirements. 

Administration
Advises the PWD Director, County Attorney, and the Board of County Commissioners about decisions, legislative actions, and other environmental-related mandates that may affect the County and impact the County's budget.

Stays updated on environmental trends and legislations. Develops necessary programs for County compliance. In conjunction with the Engineering Services Division Manager, develops budget and timelines for environmental operations and develops cost reduction initiatives while still maintaining quality.

Advises and assists with indoor air quality issues.

Coordinates with staff and consultants during design of capital construction projects to ensure incorporation of conditions from permit authorizations and environmental impact assessments.

Develops and maintains environmental Standard Operating Procedures (SOPs) for County operations and activities by location.

Develops and assists in implementation and/or monitors work measurements and performance measurement for programs the position is responsible for. Conducts training for employees and the community on a variety of topics to ensure compliance with environmental regulations.

Works with other Arapahoe County public entities as needed. Provides technical assistance to staff regarding environmental regulations.

Represents PWD and the County on a variety of boards and committees.

Works in coordination with partnering agencies such as Tri County Health and Colorado Department of Public Health and Environment.

EDUCATION AND EXPERIENCE:
Bachelor's degree in environmental science, environmental engineering, civil engineering, or a related field.

Experience with MS4/NPDES Permit writing, interpretation, and enforcement.

Minimum of five (5) years of experience managing and implementing an environmental program.

Three (3) years of public outreach experience with experience in relating stormwater management efforts to public activities is preferred.

An equivalent combination of education and experience to satisfy the requirements of the job may be considered

Possession of a valid Colorado Class "R" driver's license or the ability to obtain same within two (2) weeks of appointment is required.

This position requires successful completion of pre-employment background and motor vehicle checks. 

WORK ENVIRONMENT:
Work is most frequently performed in a standard office environment with trips outside the office required on a regular basis to attend meetings, conduct training, conduct site investigations and monitoring, and perform other related duties.
