Colorado Legislative Council Staff (LCS), the nonpartisan research agency of the Colorado General Assembly, is seeking a skilled and highly motivated professional to join the Fiscal Notes Section as an Environmental Impact Analyst.

Description of Job

Primary responsibilities. This position is responsible for analyzing and writing greenhouse gas emission reports on proposed legislation, as required by House Bill 19-1188.  This position will also develop and maintain databases and analytic models on greenhouse gas emissions, and respond to questions concerning the environmental impact of legislation from legislators, lobbyists, government officials, and the public. This position will advise the management of Legislative Council Staff on the initial design and ongoing implementation of the greenhouse gas emission report process.
Other responsibilities.   Responsibilities of the position also include writing research papers and issue briefs on environmental policy issues; working with special legislative study committees during the legislative interim; and researching and writing portions of the "Blue Book" voter guide on statewide election issues.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Required knowledge, skills, and abilities.  A successful candidate must have effective oral and written communication skills; strong analytical, data analysis, and research abilities; and excellent time management skills.  Candidates must be proficient with word processing, spreadsheet programs, and statistical software.  The minimum educational requirement is a Bachelor's degree from an accredited college or university with coursework in environmental studies, environmental planning/management, public policy, energy/environmental economics, natural sciences, sustainability, natural resources, or a related field.  A successful candidate should have a minimum of two years of experience in a professional work environment.  Preferred candidates would hold a Master's or other postgraduate degree in a relevant field, and be familiar with Colorado law, state government operations, and the legislative process.  This position requires the ability to work in a nonpartisan manner in a partisan environment, and to provide objective information regardless of the issue or personal opinions.
Salary and benefits.  The salary range for this position is $60,000 - $90,000 per year, with salary level within this range commensurate with education and experience.   Legislative Council Staff employees are not members of the state personnel system, although employment includes coverage under the State of Colorado benefits package.

Supplemental Information

Time-limited position.  This position is scheduled to repeal on September 1, 2025.  Continuation of this position beyond this date will depend on the decision of the General Assembly to continue the greenhouse gas emission report process beyond the 2025 legislative session.
