DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Performs advanced technical investigative work relative to the detection, and analysis of regulated and unregulated drinking water contaminants, and water quality parameters. Supervises schedules and reviews work of samplers and contractors; trains and evaluates employees. Responsible for writing, providing technical review and updates of required regulatory documents, such as monitoring plans, emergency preparedness plans, and permits related to drinking water treatment. Coordinates and directs field work activities. Advises and consults with the public, professional groups, industrial representatives and others regarding environmental criteria, regulations and City monitoring programs. Maintains administrative records; prepares monthly and quarterly reports. Coordinates budget development and implementation, purchase orders and equipment inventory. Analyzes and evaluates special problems or situations involving drinking water quality. Supervises or conducts training of new employees. Designs and implements applied research programs in water and wastewater treatment technology; writes and edits technical reports, and comments to state and federal regulatory agencies.
This position routinely requires lifting of moderately heavy items, such as computers or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are occasional exposures to significant level of heat, cold, moisture and air pollution. The position may involve infrequent exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises and minor burns.
This is a Department of Houston Public Works Emergency Management position at the Tier 2 Level.
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.
MINIMUM EXPERIENCE REQUIREMENTS
Three years of pollution/environmental control experience are required.
MINIMUM LICENSE REQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2).
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
