The Johnston County Solid Waste Department has an immediate opening for a Solid Waste Compliance Supervisor.
Duties and Responsibilities
Researches and recommends regulatory compliance and other strategies, policies, and procedures to provide a cost effective solid waste service; designs and conducts public education programs related to recycling and solid waste disposal programs.
Collects data and submits reports to document compliance with State solid waste regulations.
Provides coordination, participation, and oversight for contractors and employees while engaged in the collection and lab analysis of groundwater, surface water, landfill gas, and leachate.
Responsible for and supervises the operation and monitoring of a landfill gas collection system.
Provides supervision for laborers while performing grounds keeping tasks.
Provides supervison for employees engaged in Freon removal in the appliance disposal area.
Supervises and participates in hazardous waste inspections in the landfill areas.
Coordinates with contractors and employees to provide temporary Household Hazardous Waste events.
Responsible for leachate pump stations and supervises employees engaged in monitoring of leachate pump stations on the landfill site. Directs employees and contractors for maintenance and repairs of pump station sites.
Responsible for and supervises employees engaged in all site maintenance for the monitoring well areas, entrance road, scale house, and office areas.
Assists with remediation site implementation and monitoring.
Prepares, maintains, and submits a variety of records and reports related to work activities and regulations.
Provides training for division's safety program.
Provides training in solid waste disposal laws, hazardous waste disposal laws, and herbicide/pesticide application for the Department.
Knowledge, Skills and Abilities
Considerable knowledge of the laws, regulations, and compliance strategies regarding a lined landfill and solid waste management.
Considerable knowledge of employee and public safety hazards and related safety precautions at a landfill site and in other solid waste activities. Some knowledge of the engineering principles and practices applied to landfill management. Ability to read and interpret technical regulations and guidelines. Ability to establish and maintain effective working relationships with other County staff, and the general public.
Ability to present ideas effectively written and orally. Skill in the use of computers and other techniques related to maintaining records, writing reports and correspondence, and doing numerical analyses.
Some skill in the operation of heavy equipment. Ability to solicit bids and negoiate contracts for serivces, materials, equipment, and construction.with contractors to perform work. Ability to oversee contracted services and to inspect construction of minor improvements
Knowledge of State and County purchasing and contracting requirements.
Desired Education and Experience
Requires graduation from an accredited college or university with a degree in environmental science, public administration, or related field; or an equivalent combination of education and experience. Possession of a valid North Carolina Class C driver's license is required.
Must be able to physically perform basic life operations of kneeling, reaching, walking, pulling, fingering, grasping, talking, hearing, and repetitive motions. Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Must have visual acuity to prepare and analyze data and figures, operate a computer terminal, and do extensive reading.
