Job Description

ENVIRONMENTAL HEALTH & SAFETY ENGINEER – MCGREGOR, TX.

RESPONSIBILITIES

ENVIRONMENTAL:

  • Develop, implement, and maintain site specific environmental policies and programs which includes the following compliance programs and/or tasks:
    • Hazardous and non-hazardous waste management, including waste characterization, profiling, documenting, reporting, and disposal coordination including:
      • Maintaining vendor relationship with waste disposal company
      • Timely coordination of waste disposal pickups
      • Managing waste storage areas and associated labeling
      • Managing costs associated with waste disposal
      • Maintaining profiles for on-site waste streams
      • Working computerized systems to manage waste program
    • Prepare a Spill Prevention Control Countermeasures (SPCC) plan as required
    • Investigate and report spills and releases
    • Develop and submit permits and perform inspections, monitoring and reporting as required by local, state, and federal environmental regulations.  This includes:
      • Working with consultants on any permit packages for submission
      • Evaluating status of on-site permits and working any notices, as appropriate
      • Working with Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ) reporting systems to ensure ongoing compliance
    • Perform inspections, monitoring and reporting as required by local/state and federal air quality regulations
      • Document results in SpaceX’s environmental management system
    • Perform environmental compliance and due diligence audits periodically which will include our Air, Wastewater, Storm water, and Hazardous Waste/Materials Management programs
    • In collaboration with site senior management, develop and implement a corrective action implementation program in order to ensure that any deficiencies identified during the audits or daily operations are addressed in a timely manner
    • Perform any federal/state required environmental monitoring and reporting as required by environmental mitigation programs that have been agreed to by SpaceX
    • Review and interpret new and proposed environmental laws and regulations, and provide guidance to management regarding applicability and implementation
    • Maintain site compliance within SpaceX’s Environmental Management System.  This includes
      • Database entry and maintenance
      • Creating environmental compliance tasks
      • Populating needed environmental compliance tasks into the system
      • Working on safety tasks which are captured in the environmental compliance system
    • Train site personnel on aspects of environmental compliance including:
      • Waste disposal requirements under the Department of Transportation (DOT) and Resource Conservation and Recovery Act (RCRA)
      • TCEQ requirements for hazardous waste management, chemical inventories, storm water pollution prevention and the Spill Prevention, Control, and Countermeasure (SPCC) plan
      • Use of the environmental management system

SAFETY:

  • Develop, implement and maintain site specific safety policies and programs including the following tasks:
  • Ensure compliance with local, state, and federal safety regulations
  • Develop, implement and maintain safety contingency plans (fires, spills, etc.)
  • Consult with site management to develop, determine implementation schedule, and operational requirements related to the site specific safety policies
  • Develop a proactive approach and plan to preventing and solving workplace safety issues
  • Complete job hazard analysis and personal protective equipment (PPE) assessments
  • Provide regulatory guidance and safety support for site hazardous operations including:
    • Lockout/tag-out
    • Confined space entry
    • Fall protection and working at heights
    • Respiratory protection
    • Hot work
  • Develop and implement field monitoring of employee exposures to job and chemical hazards, and recommend process and product safety features that will reduce employees’ exposure to chemical and physical work hazards
  • Perform safety compliance and due diligence audits which will consider facilities, machinery, and safety equipment. All safety programs will be reviewed during these audits including personal protective equipment (PPE) usage, fall protection, lock out/tag- out, and hearing conservation
  • Develop and implement a corrective action system for deficiencies identified during due diligence audits
  • Complete and maintain all required safety logs and reports, submit reports of performance as requested
  • Investigate industrial accidents, injuries, or occupational diseases to determine causes and preventive measures. Report findings to management as appropriate and track documented corrective actions which will include:
    • Formal investigation report write-ups
    • Maintaining incident facts and corrective actions in internal database
    • Exporting data from internal database to provide site-wide awareness of issues
  • Purchase and maintain site personal protective equipment.
  • Provide on-site training to personnel on safety-specific programs including, but limited to:
    • Lockout/tag-out
    • Confined space
    • Fall protection
    • respiratory protection

 BASIC QUALIFICATIONS:

  • Bachelor’s degree
  • 3+ years of experience in the design, development, and general operational oversight of environmental, health and safety disciplines

PREFERRED SKILLS AND EXPERIENCE:

  • Demonstrated knowledge and experience in interpreting, applying, and documenting federal, state and local safety in transportation and environmental regulations
  • Demonstrated knowledge and experience of environmental hazards and safety disciplines with experience in safety, environmental compliance and industrial hygiene
  • Knowledge of specific federal and state safety and environmental laws and regulations. Relevant regulatory agencies, requirements and acts include:
    • Occupational Safety and Health Administration (OSHA) compliance requirements found in 29 CFR 1910 and 29 CFR 1926
    • Environmental Protection Agency and compliance requirements found in all of 40 CFR
    • Emergency Planning and Community Right-to-Know Act (EPCRA) found in 42 U.S.C. 11001, et. seq.
    • Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) found in 42 U.S.C. 9601, et. seq.
    • Texas Commission on Environmental Quality storm water, air and waste regulations found in 30 TAC.
  • Strong organizational and communication skills
  • Excellent time management skills
  • Excellent prioritization skills
  • Intermediate skills in Windows 2000/XP, Microsoft Office (Excel, PowerPoint, Word, Outlook)

ADDITIONAL REQUIREMENTS:

  • Ability to work in a high-concentration, high-stress environment which is dynamic with ever-changing responsibilities
  • Willingness to work significant overtime when needed
