Job Summary

The Environmental Regulatory Compliance Specialist position is an experienced-level role with our Environmental Services team for a qualified professional to be based in Houston, Texas with a desire to lead and execute projects in the field of environmental services for a global infrastructure consulting and engineering company.

Our Environmental Services team is a multidisciplinary team of ecologists, engineers, scientists, project managers, and attorneys working together to identify optimum environmental solutions for our clients. We have provided environmental consulting services in support of industrial projects for over 40 years including a diverse and growing mix of facilities such as power generation and transmission, oil & gas pipelines and ocean terminals, water and wastewater treatment facilities, and all forms of renewable energy including solar, wind, wave, geothermal, hydroelectric, and battery storage. As a full service environmental consulting practice, services include impact assessment and planning, permitting and regulatory compliance, wetland and floodplain analysis, waterbody and water quality assessment, air quality permitting and management, environmental noise assessment, pollution prevention planning, National Environmental Protection Act (NEPA) documentation, Federal Energy Regulatory Commission (FERC) documentation, and International Financing Act documentation. The Environmental Regulatory Compliance Specialist position provides an exciting opportunity to join B&V’s Environmental Services team.

Key Responsibilities

Our Environmental Regulatory Compliance Specialists are heavily involved in leading and supporting permitting associated with facility construction and operations. They operate both independently and as part of a team in providing critical, solutions-focused support to our clients in interpreting and providing necessary information pursuant to project permits and other environmental-related clearances. They lead teams of environmental specialists in providing critical support to our clients in environmental compliance planning, environmental permitting, due diligence, and environmental review services. They are familiar with domestic and international permitting, licensing, and environmental quality review processes for power generation and/or other industrial projects, including fossil fuel projects, renewable energy projects, electric transmission line projects, oil & gas projects, and pipeline projects. They identify and interpret the statutes and regulations affecting the siting, design, construction, and operation of projects; coordinate with regulatory agencies and environmental consultants; and lead the preparation of site certification applications, permit applications, and environmental reports. They develop, implement and lead project permitting strategies and execution approaches and manage staff, budgets, and schedules in execution of multiple, complex multidisciplinary environmental consulting, permitting, and engineering design projects. Although the home office location would be in Houston, this position requires travel as needed to meet with agencies and clients in support of projects are located throughout the United States and across the globe.

The Environmental Regulatory Compliance Specialist is part of a client-focused team that delivers solutions to meet each client’s needs. As a client-facing role, responsibilities include growing client relationships.

Minimum Qualifications

All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Qualifications

  • Minimum total of 8 years in related environmental regulatory experience. Graduate work may count as related work experience if directly applicable to job function.
  • Bachelor's degree in environmental studies, environmental engineering or sciences strongly preferred. May also consider other degrees, specialized training or experience that uniquely qualifies the individual to perform the job responsibilities.
  • Proven success permitting power generation facilities and/or major electricity transmission lines or natural gas pipelines.
  • Demonstrated experience leading the development of major environmental impact assessment and review documents in compliance with NEPA or comparable state or international requirements.
  • Basic knowledge of power industry technology and trends.
  • Positive, team-firs, 'get the job done' attitude.
  • Highly-developed critical thinking skills with proven problem-solving capabilities.
