Trinity Analysis & Development Corp. (TRINITY) is seeking to fill a full-time, on-site Environmental Scientist position to support the Water Quality and Air Quality Compliance Programs at Offutt Air Force Base (AFB), Nebraska. The candidate should be able to begin work immediately. Duties and minimum requirements are listed below.
Major Job-Related Roles and Responsibilities:
Support Offutt AFB’s Water Quality and Air Quality Compliance Programs to ensure compliance with the Industrial Stormwater (Phase I) and small Municipal Separate Stormwater Sewer System (sMS4 Phase II) Permits, and with the installation’s Air Quality Class II Operating Permit and applicable Clean Air Act (CAA) and Clean Water Act (CWA) rules.
Develop schedule of and complete all stormwater program and air quality program related requirements (such as field inspections, monitoring, sampling, recordkeeping and reporting).
Conduct all stormwater inspections in accordance with the Offutt AFB Stormwater Pollution Prevention Plan (SWPPP) and Stormwater Management Plan (SWMP).
Conduct air emissions inventories (AEIs), Emissions Inventory Questionnaire (EIQ), greenhouse gas (GHG) and refrigerant inventories.
Prepare National Emissions Standards for Hazardous Air Pollutants (NESHAPs) reports, New Source Performance Standards (NSPSs) reports, air permit compliance reports, semi-annual deviation reports, annual permit compliance certifications, facility operating reports, and other reports required by applicable air quality regulations and permits.
Assess and ensure compliance with NESHAPs and NSPSs, such as those pertaining to external and internal combustion sources.
Perform data collection, data entry, and data updates to the USAF Air Conformity Applicability Model (ACAM) and Air Program Information Management System (APIMS).
Prepare new or modifications to existing stormwater and air permits.
Develop/update local shop-level stormwater and air quality training materials and conduct annual stormwater and air quality shop-level training.
Conduct stormwater compliance assistance site visits to each permitted construction site on the base and follow-up inspections to compliance for all permitted construction sites.
Perform all required stormwater sampling, analysis, and monitoring and all air sampling and analysis requirements including testing and evaluating sources required by permit, regulations, and enforcement orders.
Maintain required records to comply with all stormwater and air quality permits and rules.
Responsible for timely submission of all draft and final permit-required reports ensuring quality, technical, and editorial reviews.
Conduct annual review and update of the SWPPP and SWMP.
Provide guidance on regulator inquires and research regulatory requirements based on situations that may arise.
Other activities required by installation stormwater and air permits and applicable stormwater and air quality regulations.
4-year college degree in a technical or scientific field.
5+ years of experience with Nebraska stormwater and air quality compliance.
Must have practical experience with NPDES permit program and CAA permit program compliance.
Must be able to receive a favorable background investigation report in order to receive a Government ID card.
Must have a valid driver’s license.
Must be physically capable of performing field inspections which will include walking long distances (>1 mile) through uneven, forest terrain while carrying heavy equipment or samples.
Must be capable of professionally interacting with a wide variety of personnel (client, subordinates, co-workers, contractors, etc.) under sometimes difficult or stressful conditions.
Good verbal and written communication skills are required.
Proficient in Microsoft Word and Excel software.
Ability to work/perform outside under varying weather conditions.
Candidate must be detail oriented, and a team player with good communication, analytical, organizational, and time management skills. Must be self-motivated and capable of taking ownership for assigned tasks and projects through completion with minimum supervision.
