Job Description


  • Function as a Department Head.
  • Oversee, direct, and participate in a broad scope of functions for the Sweetwater Authority (Authority) Water Quality Department including short- and long-term planning of water treatment facilities, equipment, and infrastructure, water quality laboratory, and habitat management, and providing professional-level support to the General Manager in a variety of areas.
  • Responsibilities include planning, assigning, and supervising the operation and maintenance of water treatment, production, and pumping and storage facilities; a comprehensive water quality program, including the supervision of a state certified laboratory; source water (surface and groundwater) protection activities; lake recreation programs;  and a habitat management program involving endangered species issues, riparian habitat operations, California Environmental Quality Act/National Environmental Policy Act. 
  • Serve as "Chief Operator" for treatment as defined by the State of California.
  • Provide direction and assistance to professional and technical staff.

Supervision Received/Exercised:  

  • General administrative direction is provided by the General Manager or Assistant General Manager.
  • Responsibilities include direct supervision of the Water Treatment Superintendent, Biologist, Laboratory Supervisor/Regulatory Analyst, and the Water Quality Services Technician.

Examples of Duties/Responsibilities:

  • Serve as Department Head, referring policy-level decision making to the Assistant General Manager or General Manager.
  • Supervise staff: Establish and advise staff of performance requirements; ensure that employees follow policies and procedures; provide support, mentoring, and coaching for performance improvement and development; observe and document performance; prepare supporting documentation and write performance reviews; conduct performance review presentations; recommend employee recognition and disciplinary action, up to and including termination, in accordance with established personnel rules, policies, and labor contract provisions.
  • Develop and implement section goals, objectives, operating policies and procedures to achieve Authority and departmental priorities.
  • Ensure staff is trained.
  • Plan, prioritize, assign, schedule and supervise employees in the operation and maintenance of water treatment, production, and pumping and water storage facilities.
  • Ensure compliance with all state and federal water quality and monitoring regulations.
  • Maintain surveillance of the operating efficiency of filtration processes, flow rates, and chemical treatment methods and water distribution pump stations/storage tanks.
  • Maintain the Authority's State Environmental Laboratory Accreditation.
  • Maintain records and prepare reports regarding the operation of water treatment facilities and water quality of source water, treated water, and distribution system.
  • Perform administrative activities including preparing and approving reports, special reports, monthly activities, statistics, chemicals received and used, and daily and monthly plant flows; provide written and oral reports as required, and conduct periodic reviews and revisions of operations manuals.
  • Suggest and implement methods of improving plant efficiency.
  • Supervise plant laboratory; use analyses data in maintaining quality control of treated water, groundwater supplies, distribution pipelines, and storage facilities.
  • Follow California Environmental Quality Act (CEQA)/National Environmental Policy Act for relevant projects as assigned.
  • Develop strategies to continue meeting and exceeding current and proposed federal and state laws related to the Safe Drinking Water and Clean Water Acts.
  • Plan, organize and supervise a comprehensive watershed and water storage protection and maintenance program including plans and procedures for controlling balances and run-offs into reservoirs, and spills or releases from reservoirs.
  • Coordinate and supervise the work of consultants and contractors.
  • Respond to and manage regulatory permit issues and permit negotiations.
  • Oversee the Supervisory Control and Data Acquisition (SCADA) system for the Authority.
  • Review proposed developments within the watershed and develop conditions of approval through coordination with the County of San Diego.
  • Coordinate activities with other departments and divisions of the Authority.
  • Represent the Authority concerning issues involving the California Division of Drinking Water, the Regional Water Quality Control Board, and other regulatory agencies as appropriate.
  • Respond to requests for information and complaints involving water quality matters.
  • Oversee the procurement  of supplies and materials; prepare cost estimates, assist in development of equipment specifications.
  • Prepare and administer the annual capital and operational plans and budgets. 
  • Respond to emergencies on an on-call basis 24 hours per day, seven days per week.
  • Serve as an Incident Commander (IC) and ensure that chemical and hazardous material spills are handled in accordance with State and Federal regulations.
  • Management of making chemical analyses of water; use analyses data in maintaining quality control of treated water, groundwater supplies, distribution pipelines, and storage facilities.
  • Direct the calculation and adjustment of chemical flow rates and other operational parameters.
  • Maintain a positive, healthy, and safe working environment.
  • Establish and maintain effective working relationships with co-workers, customers, vendors, Board members, and the public.
  • Perform other duties of a similar nature or level.

Typical Qualifications:

Knowledge of:

  • Modern office procedures and practices, equipment, and clerical techniques.
  • Computer programs and software, such as Microsoft Office.
  • Operation and maintenance of conventional and advanced water treatment facilities.
  • Water treatment processes, chemical and bacteriological water characteristics, and standard methods of sampling and analyzing of water.
  • Drinking water and environmental regulations.
  • Occupational hazards and standard safety precautions necessary in water treatment facilities.
  • Basic hydraulics, hydrogeology, and hydrology including storm flow measurement.
  • Principles and practices of supervision, training and performance evaluation.
  • Methods and techniques for the development of presentations, contract negotiations and management, business correspondence, and information distribution; research and reporting methods, techniques, and procedures.
  • Record keeping principles and procedures.

Ability to:

  • Conduct complex water treatment research projects, evaluate alternatives, make sound recommendations, and prepare effective technical reports.
  • Analyze and interpret plans and specifications in accordance with design requirements and applicable standards and regulations.
  • Prepare and administer large and complex budgets; allocate limited resources in a cost effective manner.
  • Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations, technical written material, and Authority water treatment policies and procedures.
  • Plan, organize, direct, and coordinate the work of supervisory, professional, and technical personnel.

  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Effectively administer special projects with contractual agreements and ensure compliance with stipulations; effectively administer a variety of water treatment and water quality programs and administrative activities.
  • Conduct effective negotiations and effectively represent the Authority and the department in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organizations.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Establish and maintain a variety of filing, record-keeping, and tracking systems.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Operate modern office equipment including computer equipment and specialized software applications programs.

Education/Training/Experience (positions in this class typically require):
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

  • Equivalent to completion of the twelfth grade.
  • Bachelor's degree from an accredited four-year college or university with major coursework in either chemistry, biology, microbiology, engineering, or a closely related field.
  • Five (5) years of increasingly responsible supervisory/managerial experience in the operation and maintenance of a water treatment plant.

Licenses/Certifications – Required Conditions of Employment:

  • Possess and maintain a valid California Class C Driver License.
  • Maintain an acceptable, safe, and active driving record, together with proof of insurability.
  • Possess a Water Treatment Plant Operator Grade T5 certificate issued by the State Water Resources Control Board.
  • Possess a Water Distribution System Operator Grade D2 certificate issued by the State of California.

Working Hours:

  • Flex Schedule: Monday through Thursday 6:30 AM – 4:00 PM (9/80); Friday 6:30 AM - 3:00 PM, and every other Friday off or, as assigned by Management.
