Job Description

The Center for Clean Air Policy (CCAP) is recruiting a short-term Waste Sector Policy Associate based in Washington, D.C. Since 1985, CCAP has been a recognized world leader in climate and air quality policy, helping policymakers around the world develop, promote, and implement innovative, market-based solutions to major climate, air quality and energy problems that balance both environmental and economic interests. CCAP is a collegial, non-hierarchical organization known for its emphasis on cutting edge analyses, productive policy dialogues, and on-the-ground delivery of transformative policy programs and projects. This is a unique opportunity for the right person to make a significant contribution to achieving pragmatic and effective policy change.


This position will support the Kenyan government to strengthen its national waste policy and legal framework, accelerate adoption of county waste management regulations, support project implementation and encourage knowledge exchange and replication of good practices around the country and the region. Regulations will emphasize waste reduction, recycling, and reuse; opportunities to capitalize on the waste value chain; SLCP emissions reductions; environment, health, social and poverty reduction benefits. CCAP is also assisting a model county to move from open dumping to improved collection, separation and recycling and depositing of final waste in an engineered sanitary landfill. Specific responsibilities include:

  • Work with authorities and key stakeholders to facilitate the drafting of policy analysis documents
  • Work with a selected county to develop technical, economic, and policy analyses to support the implementation of a prioritized project for improving waste management and reduce emissions
  • Work with mitigation assessment tools to determine technical and economic feasibility of potential projects and estimate associated emissions reductions.
  • Assist with written and oral communications related to work in Africa.

The mid-level position is available immediately for six-month duration. CCAP offers competitive salary and benefits, based on the individual’s qualifications and experience.


The ideal candidate will have demonstrated experience conducting technical, economic and policy analyses with a view to designing a comprehensive project proposal or business plan with minimal oversight. In addition, s/he will have an in-depth understanding of current international climate policy issues related to the waste sector, as well as strong management, analytic and communication skills. Qualified candidates should possess many of the following attributes and experiences:

  • At least 3 years of professional experience in conducting analyses of climate policies and projects including the waste management sector;
  • Proven ability to engage with high-level officials from governments, financial institutions and the private sector;
  • Superior quantitative skills, oral and written communication skills in English with the ability to write for both policy and technical audiences;
  • Master’s degree in public policy, environmental economics, business, finance or related field;
  • The flexibility and proven ability to be a team player in a collaborative environment;
  • Experience working in Africa a plus;
  • Strong people skills including a sense of humor, adaptability, humility and creativity.
