Summary

Under general supervision, conducts inspections and investigations involved with the enforcement of hazardous waste, hazardous materials and underground storage tanks (hazmat) regulations, solid waste regulations, non-drinking water and wastewater regulations, and other health and safety laws and regulations; and to do other environmental health related work as required.

(Depending on the area of assignment, duties may include, but are not limited to, the following) 

  • Conducts periodic inspections and complaint investigations of all types of environmental health/hazardous waste and hazardous materials facilities, including underground storage tanks and some solid waste facilities.
  • Inspects commercial businesses and residences for compliance with safety and sanitary regulations; enforces health and safety laws and regulations; investigates a variety of complaints.
  • Conducts plan reviews, tank closures and inspections, and oversees testing of underground storage tanks to ensure compliance with state laws.
  • Conducts studies and investigations to prevent or eliminate environmental and health hazards.
  • Prepares inspection reports, legal notices, citations, letters of violation and other investigative reports for the enforcement of public health laws and regulations.
  • Develops working relationship with the residential and business communities; provides customer service in compliance with departmental policies.
  • Updates and maintains a variety of files, records, charts and other documents.
  • Collects samples and specimens for laboratory analysis and interprets laboratory findings.
  • Assists the County Hazardous Materials 24 hrs. Emergency Response Team, including after hours emergency response activities.
  • Conducts environmental surveys, field investigations, monitoring programs, data collections, chemical testing, and samplings.
  • Prepares environmental recommendations and technical reports and conducts special environmental health/hazardous waste or hazardous materials management projects including storage tank release cleanups.
  • Makes joint inspections with federal, state and local agencies as required.
  • Gathers or leads in the gathering of evidence of violations and non-compliance with hazardous materials/waste laws and regulations.
  • Assists in field supervision of hazardous waste clean-up operations.
  • Testifies in court as the investigating officer or supporting witness.
  • Issues warnings and citations for infraction violations, preparing reports and evidence, testifies and/or presents the case to the court on behalf of the County.
  • Prepares reports and evidence for presentation at permit suspension/revocation hearings, or further enforcement actions.
  • Prepares criminal and civil complaints for referral to City or District Attorney's Office.
  • Assist law enforcement agencies in the investigation of the manufacture of illegal drugs.
  • Oversees the mitigation of hazardous substance releases during emergency or disaster situations under the authority of the Health Officer.
  • Meets with concerned parties from industry and governmental agencies to provide current information on requirements of applicable health/hazardous materials laws, pollution prevention, waste minimization and to discuss correction of deficiencies to obtain compliance.
  • Assists with staff development and training programs.
  • Assists or participates in special investigations for the resolution of the more difficult problems within the various environmental health/hazardous materials management programs.
  • Assist in presentations to the public, business groups and students/administrators or educational institutions and non-profit professional organizations.

Minimum Qualifications

  • Graduation from an accredited College or University or equivalent Bachelor's degree approved by the California Superintendent of Public Instructions of the California Education Code, 94301 (b) with major course work in the following disciplines:  Biology, Microbiology, Chemistry, Chemical Engineering, Physics, Physical Science, Geology, Soil Science, Environmental Health, Environmental or Sanitary Engineering, Toxicology, Industrial Hygiene, Hazardous Materials Management, Fire Science or Fire Technology. 
  • Two (2) years of professional or technical experience in hazardous waste management, environmental health, environmental engineering, or a closely related field which included conducting inspections and investigations of hazardous materials facilities including enforcement of hazardous materials ordinances and regulations, responding to hazardous or toxic chemical spills, and developing and recommending procedures for corrective action related to hazardous materials management activities.  (A Master's degree in the courses listed under education may be substituted for one year of the required experience).

OR

  • One year of experience equivalent to an Associate Hazardous Materials Management Specialist.  Under special circumstances, a registered Butte County EHS with two years experience in a discipline other than hazmat, may qualify for the Hazardous Materials Management Specialist position.  An example of a qualifying special circumstance might be documentation of extensive cross training in hazmat.
  • A valid certificate of registration as an Environmental Health Specialist issued by the State of California, Department of Health Services is required.
  • A valid State of California driver's license is required. 
  • Upon hiring or transfer to this class the 40 HAZWOPER class shall be completed as soon as possible and: 

Within one year of date of hire or transfer:
1.First Responder/First Aid Training (including CPR).
2.Obtain ICC UST Inspector Certification.
