Job Description

The Telecommunications Division delivers telecommunication infrastructure solutions to utilities, local and state government agencies and the commercial wireless industry. Through a unique combination of experience, expert resources and innovative solutions, Black & Veatch supports the entire range of both legacy and emerging technologies used in today’s wireless and wireline networks, voice, video, Internet and data systems and utility automation.

Primary Purpose:
Coordinates pre and post-construction environmental compliance process for assigned projects. Monitors compliance in regards to FAA/FCC guidelines for RF Exposure Safety and National Environmental Protection Act (NEPA). Completes summary of scope of work and summary of existing environmental and NEPA reports. Monitors and tracks progress on all open compliance transactions. Forecasts completion and anticipate effect on overall project schedule. Receives third-party vendor deliverables. Ensures compliance to the quality and safety goals and objectives.

Principal Duties and Responsibilities:
• Coordinates Pre and Post Construction environmental compliance process for assigned projects • Monitors compliance in regards to FAA/FCC guidelines for RF Exposure Safety and NEPA / SHPO • Retrieves and reviews Phase 1 environmental reports against proposed scope of work for compliance requirements. • Represents Black & Veatch and reports at Client Meetings • Communicates activities with B&V team members, and other departments as needed • Forecasts completions & anticipate effect on overall project schedule • Reviews zoning drawings for compliance with public agencies and client requirements • Orders applicable Compliance documents per FAA/FCC, RF Safety and Client guidelines • Coordinates purchase orders / financial approval for scope of work • Receives 3rd party vendor deliverables • Coordinates with Construction team for implementation of required Notices and Postings on site • Performs updates of Client Regulatory Databases • Performs upload of Compliance Deliverables to Siterra as requested by Client • Provides Compliance Deliverables to Close Out team, as applicable • Updates internal Black & Veatch databases as required • Provides status reports to Compliance Manager • Communicates activities with team members and other departments, as needed. • Attends field site visits for candidate and engineering viability • Assists Site Acquisition Specialists as they coordinate with tower owners and/or private landlords to negotiate and secure lease entitlements as project scope defines. • Reviews and approves site specific documents. • Reviews the quality and completeness of site specific documentation. • Monitors and tracks progress on all open transactions. • Maintains a high degree of customer service and integrity when dealing with clients • Other duties or special projects, as assigned • Individual contributor with no subordinates.

Minimum Qualifications:
Education: Requires 4 year degree, or equivalent work experience. Previous experience with environmental reporting is required. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Job Qualifications:
Experience: Prefer 3 years telecommunications industry experience. Prefer knowledge of tower industry. Technical: • Real estate, sales, or legal negotiation experience • Ability to read and comprehend legal documents such as legal descriptions, surveys, ground leases, easements, deeds, land purchase contracts, mortgages, title policies, subordination, and CAD drawings • Intermediate proficiency in Microsoft Excel, Word, and Outlook • Adheres to, supports and enhances the Divisions Environmental, Safety, Health and Security Program and enhances the Divisions Quality Management System.
