Job Description

Are you inspired by work to create and craft climate policy and do you want to advocate for action as part of a smart and dynamic organization? WEC seeks a Climate and Clean Energy Policy Manager to advance policy and campaigns that reduce climate pollution in an equitable way to meet our 2035 emission limits, and ultimately strengthen these limits to meet the challenge of climate change. WEC’s work in Climate & Clean Energy has three interwoven pieces: reducing climate pollution, advancing clean and efficient energy solutions, and strengthening the climate movement. This position includes policy analysis, policy development, coalition engagement and leadership, strategy development and campaign management. This is a full-time position, based in Seattle, WA, reporting to the Climate and Fossil Fuel Program Director.

Responsibilities

This position will work as part of the Climate and Fossil Fuel Program to manage policy work associated with our climate and clean energy goals. Responsibilities include analyzing and developing policy and establishing advocacy strategies; engaging in rulemaking and implementation work; participating in and at times leading coalitions; and leading on climate policy work on behalf of WEC.

  • Work with staff and core partners to lead climate policy development and implementation
  • Identify and leverage emerging program, project and campaign opportunities
  • Build and sustain strategic partnership within and beyond the environmental community that further program goals
  • Grow and deepen engagement with tribal nations, labor, communities of color organizations, businesses, and other diverse partners
  • Review and write grant applications as needed and support funder outreach
  • Communicate WEC’s policy positions in administrative, legislative, and other decision-making bodies
  • Support and guide lobbying efforts by our government affairs program to implement our climate and clean energy campaigns in the legislature
  • Serve as a spokesperson on policy issues
  • Work with communications staff to develop opinion pieces; newsletter, e-news and website content; and other communications pieces as needed.
  • Collaborate with organizing staff to generate action alerts, presentations, and other outreach collateral
  • Keep up with emerging climate and clean energy policy and science as it relates to program focus
  • Participate in one of WEC’s internal Racial Equity workgroups

Qualifications

Required Skills & Experience:

  • Demonstrated commitment to environmental protection and to racial justice
  • Experience with climate, clean energy, and/or energy efficiency policies and policy advocacy
  • Proven leadership within a coalition
  • Proven leadership / coordination of a campaign or complex project, including work plan development
  • Ability to work collaboratively with people from different backgrounds and interests
  • Ability to travel across Washington as needed (driver’s license required)
  • Strong writing, verbal and analytical skills to ensure consistent and precise transmission of perspectives and ideas verbally and in writing
  • Demonstrated ability to perform confidently and comfortably in conflict situations
  • Strong interpersonal skills and ability to negotiate between differing opinions and/or approaches
  • Excellent organizational skills, keen attention to detail, and good judgement
  • Ability to work effectively both independently and within a team in a fast-paced, dynamic environment

Desirable Skills:

  • Familiarity with climate and clean energy policy in Washington State
  • Familiarity with Washington State’s political dynamics around climate and clean energy
  • Ability to talk to the media on a fast-paced issue
  • Experience, or willingness to learn, budgeting processes
