Environmental Manager – Principal Executive/Manager E

Are you a driven leader with a passion for the environment and sustainability? We are recruiting for the Region 1 environmental manager to provide leadership to six distinct programs within our technical center. Programs and key focuses include: 

  1. Biological resources - Ensure compliance with various federal and state environmental laws by coordinating the inclusion of best management practices into maintenance, planning, design, and construction and completion of clearances and permits required by federal nexus and state statutes.  Major biology programs regularly engaged include the Endangered Species Act, Fish Passage Act, and the Migratory Bird Treaty Act.    
  2. Wetlands resources - Provide determinations and delineations in compliance with state and federal laws by providing documentation to support the Oregon Division of State Lands and U.S. Corps of Engineers permits.
  3. Roadside development - Work with environmental, design, construction, and maintenance staff to develop projects that are safe, economical, environmentally-friendly, beautiful and sustainable.
  4. Cultural resources - Assess historicity of all types of buildings and structures and document findings.
  5. National Environmental Policy Act (NEPA) Compliance - Lead the NEPA process for all ODOT work including for the most complex and controversial projects in the region.
  6. Acoustics - Ensure compliance with applicable noise regulations to include traffic noise prediction requirements, noise analyses, noise abatement criteria and requirements for informing local officials.

This position has a statewide impact as a member of regional and statewide teams and is called on to provide solutions and assist other leadership in the region or act on their behalf.

This key position is part of our Region 1 Technical Center and is located in Portland. Our environmental manager manages, directs and is responsible for the Region 1 Environmental Unit which functions with a biennial operating budget of approximately $950,000 and 11 employees. Our Unit ensures that Region 1 implements programs consistent with environmental laws by providing sound avoidance and minimization guidance to interdisciplinary teams through all stages of project delivery.  Our staff support environmental commitments by conducting environmental studies and producing reports, evaluations, documentation and mitigation plans necessary to obtain the required environmental clearances and project approvals from various state and federal agencies and local governments.

Duties & Responsibilities

  • Provide final signed approval of environmental permit applications and clearance documents.
  • Manage and direct the planning, scheduling, assignment and evaluation of the quality of the work of employees.
  • Consult and coordinate with stakeholders though all stages of project delivery to prevent delays in project delivery activities.
  • Monitor deadlines and completion of work by employees to ensure work is onschedule. Evaluate need for environmental consultant services contracts with Region environmental coordinators to include scope, schedule and budget.
  • Perform or delegate contract administration duties for environmental consultant services contracts within the unit.
  • Ensure staff resources are assigned to obtain regulatory clearances according to project schedules.
  • Manage and evaluate staff performance including establishing goals, strategies and policies.
  • Address stakeholders, community leaders, legal counsel and professional organizations on agency programs and policies and resolve disputes.
  • Identify and evaluate agency risk and recommend action or independently take action to ensure agency compliance.
  • Ensure efficient and effective delivery of products and services administered under all assigned programs
  • Prepare, determine, prioritize, and direct the utilization of a biannual operating budget of approximately $950,000 in all program areas.
  • Identify, develop and implement strategies that ensure compliance with our quality control plan and policies.
  • Participate in regional and statewide specialty committees and teams.
  • Provide leadership and experience to special projects.
  • Ensure that ODOT's environmental construction specifications, policies, interagency commitments and environmental law are integrated into project delivery.

Qualifications, Required & Requested Skills

Minimum Qualifications:
Pathway One: Three years of management experience in a public or private organization that included responsibility for each of the following:

  1. Development of program rules and policies.
  2. Development of long- and short-range goals and plans.
  3. Program evaluation and
  4. Budget preparation. 

OR

Pathway Two: Two years of management experience in a public or private organization that included responsibility for each of the following:

  1. Development of program rules and policies.
  2. Development of long- and short-range goals and plans.
  3. Program evaluation and
  4. Budget preparation

AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
 OR

Pathway Three: 
Three years of professional experience as a program/project leader,

  1. Assigning and reviewing work of professional staff (e.g., engineers, etc.).
  2. Project responsibility for developing goals and objectives.
  3. Project evaluation and
  4. Monitoring and controlling or preparing a budget.
