Job Description

Role synopsis

This role is a key leader at the Refinery who will develop capability within their team as well as across the refinery to help create sustainable 1st quality safety and environmental performance.

The Health, Safety, and Environmental (HSE) Field Superintendent is accountable for the field safety and environmental performance. The role has 9 HSE Specialists and 5 USW safety representatives reporting to it. Together they provide leadership and coaching to the operations and maintenance teams to help create a safe and compliant workforce. This team will develop and maintain key HSSE programs, will provide deep functional expertise to build capability across the site and lead self-verification programs concerning compliance with our health, safety and environmental practices, policies and procedures. The Health and Safety Superintendent plays a key role in identifying and imbedding best practices across the site thru active participation in internal and external networks. Lastly, this role will provide leadership and ensure that the development of work processes and systems are in accordance with the management system and are imbedded in a systematic and in control manner.

Key accountabilities

- Supports in the development and execution of the strategic plan for preventing and reducing health, safety, and regulatory risks for the refinery. Develops the field strategic direction for 3-5 years out including program implementation, building capability, and embedding best practices, policies, and procedures within the refinery.
- Leads a team of highly specialised health, safety and environmental specialists and is responsible for the development and competency of these specialists.
- Has board and advanced technical knowledge within the health, safety, and environmental discipline with a strong working knowledge of cross-functional areas.
- Influences across the complex leadership and experienced professionals regarding the health, safety, and environmental discipline. Builds relationships to drive toward health and safety field strategy.
- Ability to speak the language and engage across differing stakeholders; works cross-functionally to drive good safety culture on site
- Develops and manages the budget for the health and safety field team, including people and non-people costs, in accordance with the planning cycle.
- Oversees the management of the essential tasks and other action items.
- Embeds the documentation and effectiveness of safety processes on site including Continuous Improvement (CI) to drive systematic and in control processes.
- Drives systematic and in-control discipline in all health and safety programs across the refinery; develops, plans, and implements for projects and initiatives.
- Provides support in the delivery of OMS 3.2 and 3.4.
- Articulates key business information on a routine basis, such as health and safety KPIs, and makes recommendations in an influential manner.
- Develops and drives personal safety functional capability.
- Coaches and mentors team as the subject matter experts within the health, safety, and environmental discipline.
- Contributes to the development of HSSE projects, processes, procedures and drives implementation.
- Maintains awareness of best practice within discipline and engages with external contacts.
- Develops relationships with external government agencies. Works in a strategic manner to develop relationships with key external stakeholders.
- Shares health and safety best practices through other refinery field leaders.
- Engagement and presence with the union through support of the Joint Health and Safety Committee activities; key leader for discussions related to the health and safety discipline within the refinery.

Essential Education

  • Minimum of a Bachelor's degree is required for this role; Prefer Engineering, Safety, or Occupational Health
  • Prefer environmental certifications; prefer CIH and/or CSP
  • 10 or more years of experience in manufacturing with previous background and expertise in a refinery or chemical plant setting
  • 3-5 years supervisory experience preferred
  • Detailed knowledge of federal, state and local policies and regulations, related to health and safety preferred
  • Excellent interpersonal skills including the ability to a provide influential leadership and build comprehensive stakeholder networks
  • Effective communication skills with a focus on driving personnel engagement and empowerment to create a sustainable culture

Essential experience and job requirements

- 10 or more years of experience in manufacturing with previous experience in a refinery or chemical plant setting required
- 3-5 years of supervisory experience preferred
