Leidos has an opening for an Environmental Protection Specialist to support its contract at NASA Ames Research Center, Moffett Field, CA. The Environmental Protection Specialist will have experience administering project regulatory compliance with the National Environmental Policy Act (NEPA), and other applicable laws, including, but not limited to, the Clean Air Act, Clean Water Act, Endangered Species Act, and National Historic Preservation Act. 

This position must effectively manage a project-oriented workload across a variety of cross-functional areas within NASA Ames, and requires the ability to coordinate internally and externally with a diverse group of stakeholders in order to achieve compliance with NEPA and other relevant environmental planning requirements. The position requires a highly organized and motivated self-starter with strong collaboration skills, and a demonstrated track record of successfully managing and completing multiple projects simultaneously. 

Major duties of the Environmental Protection Specialist include: 

  • Work closely with various Civil Servants and contract managers within NASA Ames to address environmental issues and support implementation of tasks related to the National Environmental Policy Act (NEPA); environmental justice; wetlands and coastal resources protection; and floodplain management
  • Review and evaluate environmental impacts from new and continuing activities, including projects and programs entirely or partly funded, assisted, conducted, or approved by NASA. 
  • Help coordinate with internal organizations, NASA headquarters, and other local, state and federal agencies in meeting NASA’s NEPA requirements
  • Assure that required environmental reviews and analyses are performed in accordance with the Federal, State, and local laws, regulations, and NASA policies and procedures for all NASA-funded or approved actions planned in wetlands, coastal zones, or floodplains.
  • Evaluate the need to prepare § 404 Clean Water Act permit applications and other regulatory permit applications as needed, and monitor Center operations to assure compliance with permit conditions.
  • Provide analyses, reports, and draft briefing materials of proposed or new laws, regulations, executive orders and Council on Environmental Quality memoranda and guidelines for impact to Ames.
  • Maintain an administrative record of documents, including but not limited to interagency and public correspondence

Qualifications

Required Education and Experience: 

  • BS or BA in urban or regional planning, transportation planning, environmental studies, environmental science, environmental law, or a closely related field
  • Minimum of 6+ years of closely related experience
  • Must possess exceptional interpersonal communication and organizational skills
  • Candidate must be proficient with Microsoft Office Suite, in particular Microsoft PowerPoint, Word, and Excel, for presentations, reports, and other uses

Desired Experience: 

  • Previous experience working at NASA or other federal agencies
  • CEQA experience preferred

U.S. Citizenship is required to access government facilities and systems.
