Job Description

POSITION PROFILE:
 
This position is responsible for ensuring that DNR's water rights portfolio is managed according to State and Federal water law and meets the associated technical requirements. This position works under the guidance of State and Federal regulations that govern the water rights of DNR, and applicable DNR policies and procedures. The position will interact closely with a wide range of Region and Division staff including but not limited to: Regional Managers, State Lands Assistants, District Managers, and leasing staff. These interactions will require the building of close working relationships to ensure that DNR's lease management activities to water are based on sound technical information.

Qualifications

REQUIRED QUALIFICATIONS: 

  • A bachelor's degree involving major study in environmental, physical, or one of the natural sciences and five years of professional level experience in water right management. Or, a master's degree with major study in one of the above fields and three years of professional level experience as required above.
  • Knowledge of physical and natural sciences related to quantity, quality, development, management, and monitoring of ground water and surface water quantity and quality.
  • Competent in MS Office applications such as: Word, Excel, Outlook, and PowerPoint. 

DESIRABLE QUALIFICATIONS: 

  • Completed course work or experience in GIS systems and analysis including hydrologic modeling.
  • Completed course work or experience in agricultural irrigation systems, natural science, or water resources.
  • Ability to work independently on large projects and stay focused on tasks for long periods of time.
  • Ability to produce high quality and accurate work products in a timely manner.
  • Effective communication skills, both written and verbal.
  • Ability to research and analyze legal documents.
  • Ability to convey technical and regulatory information to others in an effective way. 

SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS: 

  • Ability to work on uneven terrain in all weather conditions.
  • The incumbent in this position is required to travel.
  • Must have a valid driver's license and have two years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements.
