Job Description

 

Job Summary:

KMEA is a multi-discipline environmental services firm expanding its contracts with the government and private sectors.  We are seeking a full-time Mid-Level Environmental Engineer/Scientist experienced in conducting and managing government projects and private sector clients for the San Diego region.

 

Candidates must have the desire and ability to work across a broad range of environmental disciplines including efforts to support environmental compliance, permitting, and data evaluation, and reporting needs.  Interest and familiarity with hazardous waste/hazardous materials management, stormwater, surface water, potable water, air compliance and permitting issues and federal, state, and local regulations governing these areas is required.

 

Responsibilities include

  • Conducting field inspections of facilities and evaluation of potential pollution sources.
  • Preparing field reports, internal correspondence and formal compliance-based reports such as SWPPPs, EPCRA TRI, and California SB 14 reporting requirements.
  • Assignments may also include support of Phase I and Phase II Environmental Site Assessment (ESAs), and field work/reporting responsibilities for environmental investigation under CERCLA, RCRA, and petroleum UST corrective action programs.
  • Preparing work plans, sampling and analysis plans, and accident prevention plans to support environmental compliance work.
  • Gathering and evaluating data, including quality control reviews.
  • Preparing charts, maps, field diagrams, and schematics.
  • Managing work related to multiple contracts, clients, and vendors.
  • Participating in or leading the development of contract bid proposals, including identifying vendors, obtaining bids, and negotiating with clients.
  • Following company safety standards and site safety standards.
  • Performing engineering and scientific calculations; may perform air modeling work using various programs, preliminary analysis, and permitting work.

 

Qualifications

  • Knowledgeable of federal environmental laws and regulations, such as the Clean Water Act (CWA), Clean Air Act (CAA), Safe Drinking Water Act (SDWA), Emergency Planning and Community Right to Know Act (EPCRA), Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and equivalent California law and regulations covering hazardous waste/hazardous materials, petroleum, underground storage tanks and Storm Water compliance, a plus.
  • Ability to use GIS or CADD programs is desirable.
  • Ability to work independently with minimal guidance.
  • Assume lead authorship for documents with medium complexity.
  • Ability to manage multiple projects and deliverable deadlines.
  • Ability to lead work elements to implement contract scopes.
  • Ability to mentor junior staff and assume higher-level responsibilities for project deliverables, budgets, and schedules.
  • Excellent time management skills are required.
  • Excellent verbal and written communication skills.
  • MS Office (Word, Excel, and Outlook), PowerPoint; familiarity and working knowledge of ArcGIS, AutoCAD, or other software is also a plus.
  • Must be an organized, motivated and detail-oriented team player.
  • Must be able to respond to stormwater sampling events.

 

Experience

  • The ideal candidate has experience on contracts with the military (US Navy, USMC, USACE, Air Force, etc.).
  • Experience with facility inspection, facility assessment or environmental compliance issues required. The ideal candidate will have some experience with the Other Environmental Liabilities (OEL) on military installations and EPCRA programs.
  • Experience with staff or client training and education programs preferred.
  • Knowledge of basic or standard environmental field sampling procedures and techniques required.
  • Experience in writing technical studies and reports, collecting field data, and writing internal correspondence required. A writing sample must be provided.
  • 3-5 years’ experience working in environmental compliance, permitting or related environmental program implementation required.

 

Education

  • BS or MS in Engineering Discipline (Civil, Environmental) or Physical Science.
  • Interest in obtaining professional registration in discipline field.

 

Additional Requirements:

  • Must pass a drug test, MVR check, and federal government background check.
  • Must be a U.S. resident or have permanent citizenship.
  • Travel required up to 20% of the time
