The Broward County Board of County Commissioners is seeking qualified candidates for the position of: Program Project Coordinator (Environmental Projects; Highway and Bridge Maintenance Division).

The Highway and Bridge Maintenance Division maintains and improves the County's highway/street system, maintains and operates drawbridges, and oversees mosquito control operations. The Division is responsible for cleaning and mowing rights-of-way, street patching and resurfacing, intersection improvements, canal maintenance and construction, guardrail maintenance, bridge maintenance, street cleaning, and storm-water drainage improvements.
The Program Project Coordinator for the Highway and Bridge Maintenance Division will be responsible for the coordination and management of the environmental and sustainability component of the Division's roadway construction, maintenance, landscaping, and environmental projects. This position will also oversee the planning and development of the Division's public outreach and neighborhood inspection programs, as well as developing and implementing programs and projects supporting environmental sustainability and the promotion of land habitat restoration.
Responsibilities include: development, review, and implementation of scope of work for programs and projects, prepare and review cost, labor, equipment, supply, and material estimates; monitoring and inspection of projects and programs to ensure compliance with county, state, and/or federal requirements; research potential funding opportunities such as county, state, and/or federal grants; assist engineers and project managers in reviewing environmental practices (e.g. eco-landscaping, habitat restoration, etc.) to mitigate negative environmental impacts for maintenance and construction projects; perform site inspections for compliance and identify deficiencies in inspection reports; collect, document, and manage data in order to provide statistical reports for Director's review and evaluation.
Manages and coordinates, with considerable independence, all activities of a particular program/project within section or division.
Works under general supervision, independently developing work methods and sequences.
Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field. (Or any equivalent combination of relevant experience and training.)
Requires two (2) years experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.
Special Certifications and Licenses Required:
Must possess and maintain a valid Florida Class E driver's license based on area of assignment.
*Master's degree from an accredited college or university with major coursework in business or public administration, environmental/civil engineering,construction management, environmental science, biology, ecology, natural resources management or closely related field.
*Project Management Professional (PMP) Certification
*OSHA Environmental Specialist Certification
*Certification in Sustainability
*Certification in Eco-friendly Landscaping and/or Irrigation
*At least one (1) year experience in marketing, presentations, outreach
*At least one (1) year experience using Geographical Information System (GIS) software and/or GPS software
*At least one (1) year experience using Sage Timberline Software or other construction management system
*At least one (1) year of experience using PeopleSoft or another financial management system.
*At least one (1) year of experience using AutoCAD or MicroStation in a roadway and/or bridge maintenance or construction environment.
DUTIES AND RESPONSIBILITIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Coordinates and manages all aspects of a large program or project within an agency
Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services; facilitates inclusion, prepares reports, and analyzes and interprets data.
Develops policies, procedures and guidelines related to programs/projects and services.
Promotes and assesses division programs and services; cooperatively plans and implements programs and community-wide special events.
Implements funding opportunities, including advertising and marketing, and researches potential grant opportunities; develops grant proposals to secure funding from federal, state, local, and/or private sources; oversees the coordination, preparation, and submission of grants to ensure compliance with established Broward County policies and procedures; manages and tracks grant budgets.
Develops personnel cap based on recommended budget for approval by the Board; implements all position additions, deletions, changes, reorganizations and transfers approved in the adopted budget.
Reviews position changes and transfers requested by other County agencies prior to implementing change to ensure compliance with adopted personnel cap; incorporates changes to the cap approved by the Board throughout the year.
May perform quality control checks on operating and budget documents to ensure accuracy, creates and modifies PowerPoint presentations for agency communication, creates core budget development support documents.
Monitors and supervises maintenance of project records and documentation.
Acts as administrative liaison among various County operational and administrative functions related to assigned programs and projects.
Conducts special studies in conjunction with a project, analyzes data, and makes recommendations based upon studies.
Creates and maintains performance/production reports (spreadsheets). This includes monthly productivity reports which provide monthly statistics for transactions processed and revenue generated.
Communicates key procedural changes to staff and management.
Performs related work as assigned.
