The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: 

The incumbent is assigned to the BSEE Alaska OCS Region and serves as Staff Support Assistant to the Regional Director (RD).  The incumbent serves as the confidential advisor to the RD on office operation and administrative support with wide latitude, independence, and discretion in operations.  The employee is the lead administrative advisor in the BSEE Alaska Region.                              

This is a permanent, full-time, career/career conditional appointment.

Salary Range Information: GS-8: $50,833-$66,088, GS-9: $56,146-$72,991  First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.     

This vacancy is also announced as BSEE-EELL-18-KS-073(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

BSEE has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

At the full performance level (GS-9) the major duties of this position include, but are not limited to the following:

  1. Plans, directs and coordinates the affairs of the RD.  These activities include, but are not limited to managing the calendar of the RD, which is often challenging due to the nature of the RD’s position as well as the current happenings within the Alaska Region and Bureau.
  2. Serves as the liaison with the Program Staff Specialist for the BSEE Deputy Director and BSEE Director. Provides information, interprets and suggests courses of action, and maintains a liaison with Regional managers and supervisors, officials of other Federal and state agencies, Native corporations, and private groups and individuals.  Provides oral and written instructions and assignments from the supervisor to subordinates throughout the Region.
  3. Confers with the Regional Director in planning daily schedules, reminding him/her of commitments made, matters which need attention and when necessary, assists in rearranging the schedule, cancels engagements, or makes other adjustments, ensuring all persons affected by such changes are notified. Arranges conference calls and initiates and ensures that all parties are present on call.
  4. Makes necessary arrangements for complex travel, arranges scheduled of visits, makes airline and hotel reservations, notifies officials to be visited, and keeps in touch with the supervisor. Upon the supervisor’s return briefs him/her on important developments during their absence and prepares travel voucher and reports.  Is the subject matter expert on the travel management system to facilitate review and approval by the RD.
  5. Serves as timekeeper for the RD Offices. Ensures all timecards requiring the RDs signature are prepared and accurate. 
  6. Assists with the preparation of agendas for meetings/conferences. Informs participants of subjects to be discussed, follows up on reports and studies required as a result of the meetings/conference, and advises the supervisor of their progress.
  7. Composes replies to correspondence, types a wide variety of materials including, but not limited to memoranda, reports, letters, and tables on own initiative from oral directions or rough notes. Produces such items in final form using personal computer and assortment of standard office software such as word processing, spreadsheet applications, network calendar, e-mail, Windows, graphics software and DOI automated systems (Concur, FPPS, QuickTime, etc.
  8. Assists with the Document Tracking System and the Regional Records Management. Responsible for determining and incorporating all material from the Alaska Regional Office into the official records and for developing, organizing, and maintaining the electronic folders and the reference material in these folders.  Closely works with subject matter experts in all areas of the Region to stay up-to-date on issues to obtain accurate information for classifying and indexing records.  Assists the Regional FOIA Officer to facilitate and assemble responses to requests for production of documents through litigation and Freedom of Information Act requests.
  9. Serves as a purchasing representative to purchase supplies; pay tuition and fees for training, conferences and symposia; and prepare purchasing requisitions for contracts within the Region.
