The Nuclear Waste Program (NWP) within the Department of Ecology is looking to fill two NWP Compliance Inspector (Environmental Specialist 4) positions. These positions will be housed in our Richland Field Office (RFO) in Richland, WA.

These positions conduct compliance inspections on four permitted facilities that treat, store, and dispose of mixed radioactive/dangerous waste. Most inspections are done at the U.S. Department of Energy Hanford site.

We are looking for individuals with the ability to understand and apply regulations, who are able to: follow standard operating procedures, identify and describe factual findings verbally and in written reports, able to work well with multiple projects and disciplines, and are able to navigate disagreements and conflict.

Duties 

The NWP Compliance Inspector positions are located within the   Nuclear Waste Program (NWP). The Nuclear Waste Program's mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site, ensure sound management of mixed hazardous wastes in Washington, and protect the state's air, water, and land at and adjacent to the Hanford site.

Some of the key work activities for the NWP Compliance Inspector positions include:

  • Plans and leads senior-level Dangerous Waste compliance inspections at high-priority mixed waste TSDFs known to have the greatest complexity within the state of Washington.
  • Independently plans, prioritizes, and conducts dangerous waste inspections of the US Department of Energy Hanford site and other facilities that treat, store and dispose of mixed radioactive/dangerous waste. to ensure compliance with the Federal Resource Conservation and Recovery Act (RCRA), 40 CFR Parts 260-279, the state Hazardous Waste Management Act (Chapter 70.105 RCW), state Dangerous Waste Regulations (Chapter 173-303 WAC), and Federal and State cleanup regulations (40 CFR Part 300 and Chapter 173-340 WAC).
  • Provides technical and regulatory assistance to regulated facilities to achieve compliance using inspection reports and compliance letters.
  • Prepares written documentation of inspections, observations and recommendations to achieve compliance consistent with agency and program policies and procedures.
  • Participates in permit review and/or oversight.
  • Responds to incidents or complaints requiring "unplanned inspections" because of alleged non-compliance with state and federal regulations.
  • Prepares written documentation and provides data to database entry personnel within expected timeframes.
  • As a member of the NWP Compliance Team, participates in Program Compliance Team meetings, participates in small Compliance Team meetings, helps maintain RCRA info and SharePoint records.
