The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Environmental Planner 4 to serve as the lead planner, under the supervision of the Region 4 Habitat Program Manager. The duty station for this position will be located at the La Connor District Office, 111 Sherman St. La Connor, Skagit County.
This position serves as the senior level planner responsible for planning, obtaining funding for, and managing large-scale estuary restoration projects to meet salmon recovery goals in the Skagit Delta. These projects require multiple years to fund, design, and construct. Because of the complexity of these projects, the environmental planner is designated by the Regional Program Manager to work across internal programs, such as Capital Asset Management Program (CAMP), Wildlife, Habitat, Lands, and the Attorney General. It also requires close collaboration with multiple stakeholders such as local agricultural organizations, farmers, drainage and diking districts, local tribes and local non-profits.
The Environmental Planner is expected to be a leader and adviser addressing statewide issues regarding agriculture and salmon recovery. The Environmental Planner will represent the agency on Regional Farm Fish and Flood Initiatives (3FI) and will lead and/ or contribute to collaborative efforts, such as the Hydro Dynamic Modeling (HDM) of regional deltas and estuaries to advance multiple-benefit strategies that balance agricultural land resiliency, Tidegate Fish Initiative (TFI), flood protection needs and salmon recovery. As a leader, the environmental planner will be responsible ensuring best available science is used to support decision frameworks and outreach efforts.
This position will be the lead for ensuring successful restoration and protection programs are meeting strategic objectives, coordinated within the agency and with other local, state, and federal processes, and assuring fiscal accountability.
- Manage scoping, feasibility, design, and construction of Skagit Delta habitat restoration projects.
- Develop goals, objectives, timelines, tasks, and budgets for restoration projects.
- Coordinate closely with the Habitat Engineering Section and develop shared approaches for design and construction.
- Ensure internal and external coordination in scoping, designing, and constructing restoration projects.
- Develop and manage budgets and contracts.
A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
Three years of professional experience in working on issues related to habitat restoration and project management.
One year of experience as an Environmental Planner 3.
- Solid understanding of fish and wildlife ecology and habitat requirements, especially for salmonids
- Strong knowledge of western water law and working knowledge of federal and state environmental laws
- General understanding of state-tribal governmental relations and tribal rights
- Effective oral and written communication skills, and an ability to translate technical jargon into plain language
- General knowledge of budget management
- Adaptable organizational and political awareness
- The ability to achieve consensus in complex political and sociological settings
- The ability to remain open to creative problem solving
- The ability to build credibility as a WDFW representative, acting as a persistent advocate for fish and wildlife resources
