Summary:

This position manages the Transmission Integrated Vegetation Management (IVM) Program.  This position provides direction and guidance to company and contractor personnel on the operational execution of the vegetation management (VM) program and measures contractor work performance for a multi-state, regulated utility service area with 7.5 million metered customers (2.5 million DEC; 1.5 million DEP; 0.8 million DEI; 0.9 million DEO/DEK; 1.8 million Florida).  

The current scope of responsibility for this position includes vegetation maintenance of approximately 12,500 circuit miles of overhead transmission rights of way in the DEC operating area, 6,400 in DEP; 5,200 in DEF, 5,880 in DEI; 1,730 in DEO/DEK.  The total annual budget to accomplish this work is above $79 million annually, ($22.1 million DEC; $31.5 million DEP; $11 million DEI; $5.3 million DEO/DEK; $9.2 million DEF). 

Reporting to this position in each region is 5 – 10, fulltime, exempt VM Specialists. These positions are, in aggregate for the system, also responsible for utilizing approximately 900 baseload contract tree workers that increases to as much as 1400 during the summer herbicide season, to accomplish the annual IVM work plan and documentation to ensure compliance with ANSI/OSHA, NERC, environmental, State regulations and other regulations associated with the construction and maintenance of transmission assets. 

This position will also be responsible for administering bargaining unit agreements (where applicable), building a collaborative work environment with all employees, addressing and resolving employee issues, and resolving conflict between employees.

Project scopes under the responsibility of this position may include right-of-way VM programs in support of NERC compliance, right-of-way programs in support of jurisdictional utility commission requirements, major right-of-way reclamation projects, execution of VM maintenance plans on federal/state agency lands in accordance with permits and other requirements, right-of-way capital clearing projects (in support of Project/Resource Management work plans), all Substation VM activities, all herbicide control activities on Transmission right-of-ways, etc.  This position is also responsible for supporting major regional storm events as part of the regional storm center team, coordinating all regional VM activities during major storm event restoration of outages and coordinating the local response to all other vegetation related outage events.

Working Conditions:

  • This position manages a workgroup that is “on call” 24/7, supporting system emergencies, storm response and local outage events.
  • This role manages VM Specialists (VMS), that are the Transmission Department’s primary “public facing” employees.  The VMS interact daily with property owners and customers, and this position is responsible for creating a culture and skill set in the VMS staff that ensures and maintains respectful and positive relationships with internal and external property owners/customers.
  • This position is also responsible for fostering a culture that values safe execution of work responsibilities, operational excellence, self-reporting (compliance violations/errors/Human Performance events), continuous improvement, and consistency between each area of responsibility.

Roles and Responsibilities:

This position is responsible for:

  • Implementing the Transmission IVM Program at either DEP, DEC, Midwest or Florida focused on achieving desired safety and reliability results, property owner acceptance, regulatory compliance, and within financial constraints.
  • Working with contractor leadership to ensure programs are completed safely, reliably, and according to approved work plans and procedures.
  • Working with Supply Chain and our tree contractors to optimize results and value for the company.
  • Participating in industry associations to monitor and plan future direction for vegetation management and associated contract strategies
  • Provide effective leadership and guidance to employees on the team to maintain an effective and motivated work force.  This includes obtaining feedback and input from internal customers, providing on-going coaching and feedback, conducting performance reviews, monitoring work requirements, maintaining positive employee relations, identifying training needs, and providing training opportunities and resources. Promote a zero injury / zero incident work culture and Human Performance improvement within the company and contract team.  Develop, implement, and monitor a resource plan to ensure the work plan is completed on schedule and within financial constraints. Ensure all Regulatory compliance requirements are met and appropriate documentation is maintained. (OSHA, NERC, Utility Commission, City/Municipal Ordinance, etc.)
  • Administer vegetation management contracts in accordance with company policies.  Monitor, evaluate, and manage VM contractor performance.  Ensure VM contractor safety, quality, customer service, and productivity meet or exceed goals and that contractors are pursuing continuous improvement.
  • Advocate for the Transmission IVM program by developing and maintaining relationships with external and internal customers.  Assist and intervene as needed to assist the area VM Specialists and government/community relations personnel in resolving VM related issues; promote customer centric point-of-view atmosphere and protect the Duke Energy brand. Participate in industry associations to support future direction and program improvements.

Required Qualifications:

  • B.S. or A.S.: Forestry, engineering, or other related technical field and 3-7 Years of experience working with an electric utility or in vegetation management with a Bachelor’s degree or 7-10 Years of experience working with an electric utility or in vegetation management with an Associate’s degree OR 10-12 years’ experience working with an electric utility or in vegetation management in lieu of a degree.
  • Valid Driver’s license

  • Possesses working knowledge of ANSI Z133.1 Safety Standard and ANSI A300 Pruning Standard for vegetation management
  • Demonstrated skills with Microsoft Office products to aid in analysis, presentations, and data tracking systems to support work management
  • Possesses previous experience in engineering or field operations supporting reliability improvement programs or system studies
