Leidos has an opening for an Environmental Permitting and Compliance Specialist to support the Assembled Chemical Weapons Alternatives (ACWA) program.  The successful candidate will support the PCAPP Field Office (FO) Project Manager by providing technical input regarding project related environmental permitting and compliance activities. This position is located in Richmond, KY.

JOB SUMMARY:

The primary responsibilities of the Environmental Permitting and Compliance Specialist include document reviews, technical research, and provide technical input associated with the SC activities to provide the necessary information for the Government to perform their oversight mission.  

PRIMARY RESPONSIBILITIES:

The Environmental Permitting and Compliance Specialist shall provide technical input on environmental submittals to determine impact on the BGAD, BGCA, BGCAPP, and EDT (SDC) environmental permits, plans, SOPs, training documents, design changes, PMRs, and ECPs.  The Environmental Permitting and Compliance Specialist shall provide technical information on the SC's environmental implementation and compliance documentation and record keeping activities.  The Environmental Permitting and Compliance Specialist shall review Systemization, Operational Readiness, Provisional Operations and Operations inspection activities and processes, including records collection to provide technical input to the Government so that the Government can determine acceptability and compliance with all permits.

The Environmental Permitting and Compliance Specialist shall review of BGCAPP permit documents, design criteria, design specifications and other pertinent documents used to verify facility compliance with RCRA, CAA, and Toxic Substances Control Act (TSCA) permit requirements.  The Environmental Permitting and Compliance Specialist shall provide technical information and input of project processes for conducting Environmental compliance inspections and provide technical input to the Government on the adequacy of inspection documentation.

The Environmental Permitting and Compliance Specialist shall review environmental inspection reports, corrective actions, lessons learned and continuous improvement processes and provide technical input to the Government regarding the accuracy and effectiveness of inspections and corrective actions. Technical input should also facilitate the Government ability to evaluate the SC’s commitment to process improvement effectively. The Environmental Permitting and Compliance Specialist shall provide technical information or recommendations to the Government on the physical inspection of all BGCAPP buildings, systems, equipment, tanks, and any location managing BGCAPP waste to ensure the SC’s compliance with the environmental permits and regulations (RCRA, CAA, CWA, TSCA) and other applicable federal, state, and local environmental requirements.

The Environmental Permitting and Compliance Specialist shall review and provide technical input to the Government of SC and Facility Construction Certification processes and systems regarding permit compliance.


Qualifications:

BASIC QUALIFICATIONS:

Four year degree in chemical or environmental engineering; five years’ experience in environmental management at a chemical demilitarization facility, RCRA permitting and negotiation with state regulatory agencies.

Must be a US Citizen willing to obtain a Secret clearance.
