The Twin Falls Regional Office is filling a position for an IPDES Regional Compliance Officer.  This position is responsible for conducting compliance and enforcement actions on NPDES and IPDES permits, tracking the status of inspections, reporting to the regional engineering manager and the IPDES Compliance, Inspection, and Enforcement Lead on the status of inspections, and coordinate with the Wastewater Program on matters concerning wastewater discharges. This position will also coordinate within the Compliance, Inspection, and Enforcement Program for the agency to maintain compliance with required elements of the Clean Water Act, specifically the inspection and enforcement of federal and state issued permits.

Principal Responsibilities:

  • On-site inspections of facilities to determine compliance with NPDES or IPDES permits, including recording information gathered on an electronic device and uploading to a central database
  • Review of required reporting, such as discharge monitoring reports, and other records for compliance
  • Determination of compliance with rules and permit conditions
  • Completion of reports, such as sewer overflow reports and inspections letters
  • Preparation of documentation for enforcement actions when necessary
  • Participate in enforcement negotiations
  • Provide technical assistance to promote compliance
  • Review preliminary draft IPDES permits as assigned
  • Investigate complaints regarding discharges to surface water and other IPDES program related elements
  • Maintain working knowledge of the IPDES rules
  • Act as a Quality Assurance Officer for the regional project plans

Minimum Qualifications:

  • Possession of a Bachelor’s degree in a physical or biological science, political science, business or public administration, a related natural resource management field, engineering, OR, any combination of education and/or experience equivalent to a typical four (4) year Bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or work experience performing routine activities in sampling, monitoring, surveillance, field inspection, compliance and enforcement activities for at least two (2) years can substitute for one (1) year of college.  AND, a minimum of two (2) years experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis, and preparation of reports and written documents.

OR

  • Possession of a Master's degree in any of the above fields.

Specialty Minimum Qualifications (required for this position):

  • 3084 Inspections, Water: Typically met by possession of a college degree in the biological sciences, chemistry, geology, environmental science, chemical or environmental engineering, or a closely related field; AND six (6) months of full-time work experience conducting industrial/commercial water quality inspections, including determining facility compliance with permits, and water quality rules and statutes, and investigating citizen complaints as a major function of the job.
    OR
    Possession of an unrelated degree or a combination of education and experience equivalent to a four-year undergraduate degree AND one (1) year of full time experience as described above.

Physical requirements:

  • Able to sit and work on a computer for 2-4 hours
  • Ability to reach and bend for filing purposes
  • Some period of heavy reading and typing
  • Ability to lift 30 pounds
  • Some travel may be required
  • Must have valid driver's license
  • Ability to climb ladders, staircases, work on uneven terrain
